This bill extends for two years the election and capital gain deferral periods for qualified opportunity zones. An opportunity zone is an economically-distressed community where private investments, under certain conditions, may be eligible for capital gain tax incentives.
"Six Triple Eight" Congressional Gold Medal Act of 2021 This bill directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the award of a Congressional Gold Medal in honor of the women of the 6888th Central Postal Directory Battalion (commonly known as the Six Triple Eight) in recognition of their pioneering military service, devotion to duty, and contributions to increase the morale of personnel stationed in the European theater of operations during World War II. The medal shall be given to the Smithsonian Institution and made available for display and research.
Gym Mitigation and Survival Act of 2021 or the GYMS Act of 2021 This bill establishes a grant program to provide economic support to eligible fitness facilities in response to the COVID-19 (i.e., coronavirus disease 2019) pandemic. Specifically, the bill authorizes the Small Business Administration to make initial and supplemental grants to privately owned fitness facilities that primarily provide health or fitness services and that do not offer golf, hunting, sailing, or riding facilities. The total amount of grant funds for a recipient may not exceed $25 million, and the recipient must use these funds for payroll costs, rent or mortgage obligations, and other ordinary and necessary business expenses.
Permanently Repeal the Estate Tax Act of 2021 This bill repeals the federal estate tax, effective for estates of decedents dying after December 31, 2020.

This bill requires the President to provide Congress with certain information at least 30 days before issuing an executive order related to abortion. Before issuing an abortion-related executive order, the President shall provide Congress with (1) the executive order text, (2) a list of the federal laws affected, (3) information about how the President is working within the parameters of federal law and the Constitution, (4) information about how the executive order will be accomplished, and (5) a list of all the individuals and entities that the President engaged with before issuing the order.
This resolution expresses the opposition of the House of Representatives to any plans by the Department of Defense to deliver COVID-19 (i.e., coronavirus disease 2019) vaccines to prisoners held at United States Naval Station, Guantanamo Bay, Cuba, until all Americans have had the opportunity to be vaccinated. Additionally, the resolution asserts that the government should prioritize U.S. citizens for COVID-19 vaccinations.

Reopen Schools Act This bill requires a local educational agency (LEA) to reopen its elementary and secondary schools as a condition for receiving certain supplemental education emergency relief funding. Specifically, an LEA must provide in-person instruction to at least 50% of its students in order to receive the full funding. An LEA that provides in-person instruction to at least some of its students shall have its funding reduced on a pro rata basis.
