HR 4183: Federal Maritime Commission Reauthorization Act of 2025

This bill reauthorizes the Federal Maritime Commission (FMC), the agency that regulates ocean shipping in the United States, through fiscal year 2029 with increased funding from $49.2 million in 2026 to $57 million in 2029. It creates new complaint mechanisms for addressing anticompetitive practices by shipping exchanges and establishes three new advisory committees (for shippers, ports, and carriers) to provide input on ocean shipping policies. The bill also requires the FMC to develop rules for containerized freight price indexes and mandates annual reporting on foreign practices affecting ocean shipping competitiveness. These changes aim to improve oversight of the international ocean freight system while reducing regulatory duplication for industry participants.

HR 6718: Professional Student Degree Act

HR 6718, the Professional Student Degree Act, amends the Higher Education Act to clarify the definition of a "professional degree" for federal education purposes. It replaces the previous definition with a new section listing specific degrees that meet the criteria, including Pharmacy (Pharm.D.), Law (J.D.), Medicine (M.D.), Dentistry (D.D.S.), Veterinary Medicine (D.V.M.), and others like Nursing (D.N.P.) and Business Administration (M.B.A.). This definition requires degrees to signify both completion of academic requirements for professional practice (often requiring licensure) and skills beyond a bachelor's level. The bill directly affects students pursuing these designated degrees by formally recognizing them under federal education law, without creating new programs or changing funding.

S 3442: Metastatic Breast Cancer Access to Care Act

This bill removes waiting periods for disability and Medicare benefits for people diagnosed with metastatic breast cancer. Specifically, it amends the Social Security Act to add "metastatic breast cancer" to the list of conditions that immediately qualify individuals for disability insurance benefits (eliminating a standard 24-month waiting period) and for Medicare coverage (removing a 24-month waiting period for Medicare Part A). The changes apply only to new applications or benefit periods starting after the bill becomes law. It directly affects patients with metastatic breast cancer seeking timely access to income support and healthcare coverage.

S 668: SAFE STEPS for Veterans Act of 2025

The SAFE STEPS for Veterans Act of 2025 establishes a new Office of Falls Prevention within the Veterans Health Administration to coordinate and improve falls prevention efforts for veterans. The Office will develop standards for falls prevention care, monitor implementation across VA facilities, and provide technical assistance to medical centers and home programs. The bill requires annual falls risk assessments by licensed therapists for veterans in nursing homes, mandates biennial staff training on safe patient handling, and creates a pilot program for home modifications to prevent falls. It also directs research on medication management as a fall risk factor and requires a report on current falls prevention initiatives within the VA. This legislation primarily affects veterans at risk of falls, particularly older veterans and those with mobility challenges.

HR 4503: ePermit Act

ePermit Act This bill establishes requirements related to digitizing environmental reviews conducted under the National Environmental Policy Act of 1969 (NEPA). The Council on Environmental Quality (CEQ) must develop, publish, and iteratively update data standards for the collection and curation of certain data related to environmental reviews. CEQ must also design, test, and build prototype tools for environmental reviews. Additionally, CEQ must publish guidance to assist relevant agencies in implementing such standards as well as certain minimum functional requirements, such as data sharing that enables automated transfer of relevant data among federal agencies. Federal agencies responsible for environmental reviews or authorizations must implement the data standards and such minimum functional requirements. To the maximum extent practicable, CEQ and such agencies must iteratively develop and maintain a unified interagency data system consisting of interconnected federal agency systems and shared services for environmental reviews and authorizations, including a common interactive, digital, cloud-based authorization portal. Within a year, CEQ must oversee a pilot of shared services for environmental reviews and authorizations, including the portal. To the maximum extent practicable, CEQ must develop and implement the unified interagency data system by December 1, 2027.

S 3345: PBM Price Transparency and Accountability Act

The PBM Price Transparency and Accountability Act requires pharmacy benefit managers (PBMs) to be more transparent about drug pricing and ensure accurate payments to pharmacies. It establishes national average drug acquisition cost benchmarks for Medicaid, prohibits PBMs from keeping excessive profits through "spread pricing," and mandates detailed reporting of drug pricing, rebates, and fees. The bill affects Medicaid programs, Medicare Part D plans, and the PBMs that negotiate drug prices on behalf of insurers. It includes enforcement mechanisms like civil penalties for non-compliance and requires PBMs to report detailed pricing information to the Secretary of Health and Human Services.

S 3351: Developing and Empowering our Aspiring Leaders Act of 2025

This bill would require the Securities and Exchange Commission (SEC) to update rules defining "qualifying investments" for venture capital funds. Specifically, it would expand what counts as a qualifying investment to include equity securities from portfolio companies (whether bought directly or in secondary markets) and investments in other venture capital funds. The bill also imposes a 49% cap on how much capital a fund can hold in other venture funds or secondary acquisitions after any asset purchase. These changes directly affect venture capital funds and their portfolio companies by altering how funds qualify under SEC regulations. The policy shifts focus to broadening investment definitions while adding specific capital allocation limits.

S 3366: Back the Blue Act of 2025

The Back the Blue Act of 2025 creates new federal criminal offenses for killing or assaulting law enforcement officers, judges, and certain public safety personnel (including firefighters and first responders) while they are on duty or because of their official status. It increases penalties for these crimes, including minimum 10-year prison terms for killing officers and longer sentences for assaults causing serious injury, with the death penalty possible for killings. The bill also adds a "flight to avoid prosecution" provision for those fleeing to evade charges for killing officers, expands law enforcement officers' rights to carry firearms in certain circumstances, and limits federal habeas corpus relief for individuals convicted of killing law enforcement officers. This legislation directly affects law enforcement officers, judges, and public safety personnel, as well as individuals who commit violence against them.

HR 6093: Agricultural Cooperative Energy Savings Act of 2025

HR 6093, the Agricultural Cooperative Energy Savings Act of 2025, expands eligibility for certain USDA programs to include agricultural cooperatives with fewer than 2,500 employees. This change directly affects smaller agricultural cooperatives that previously did not qualify under existing rules. The bill amends Section 9007(c)(1)(A)(i) of the Farm Security and Rural Investment Act of 2002 to add these cooperatives to the list of eligible participants. The key mechanism is simply broadening the definition of qualifying entities for existing USDA program access. This is a procedural change to eligibility criteria, not a new program.

HR 5551: Balanced Agricultural Support and Efficiency Act

HR 5551, the Balanced Agricultural Support and Efficiency Act, updates how the U.S. Department of Agriculture calculates "base acres" for farmers receiving federal crop support payments. It mandates a one-time adjustment for the 2025 crop year based on a 5-year average (2020-2024) of actual planted acreage for each covered crop, including acreage lost to natural disasters like drought or flood. This change ensures payments better reflect recent farming practices rather than historical averages. The bill also removes outdated references to "generic base acres" in related agricultural programs.

HR 4802: Securing Infrastructure from Adversaries Act of 2025

HR 4802, the Securing Infrastructure from Adversaries Act of 2025, bans the use of federal funds for certain foreign-made LiDAR technology in transportation projects. It prohibits the Secretary of Transportation from procuring, obtaining, or contracting for LiDAR technology from specified "covered foreign countries," "covered LiDAR companies," or "covered LiDAR technology" starting June 30, 2026. Contractors must certify they will not use banned technology, and the Secretary may grant limited waivers for national security reasons, requiring congressional notification. This directly affects transportation infrastructure projects funded by the Department of Transportation, including grants and contracts.

S 3267: ASAP Act

S 3267, the ASAP Act, would require Medicare to cover early detection screening tests for Alzheimer's disease and related dementias starting January 1, 2028. The bill defines these tests as FDA-cleared or approved blood, genomic, or imaging-based screenings for pre-symptomatic or early-stage detection. It directly affects Medicare beneficiaries aged 65+ who may be at risk for Alzheimer's, ensuring coverage for these specific tests once approved. The key provision adds these screenings to Medicare's payment system under Section 1833(h)(1)(A) of the Social Security Act.
