This resolution congratulates Zaila Avant-garde on becoming the 2021 Scripps National Spelling Bee champion.
Uyghur Forced Labor Prevention Act This bill imposes importation limits on goods produced using forced labor in China, especially the Xinjiang Uyghur Autonomous Region, and imposes sanctions related to such forced labor. The Department of Homeland Security shall report to Congress a strategy for preventing the importation of goods produced in China using forced labor. The strategy must contain certain information, including a list of entities working with the government in Xinjiang to move forced labor or Uyghurs, Kazakhs, Kyrgyz, or members of other persecuted groups out of Xinjiang. The U.S. Customs and Border Protection shall generally presume that goods produced by these entities and certain other entities, generally those sourcing material from Xinjiang or involved with Chinese government forced labor programs, are barred from importation into the United States. The bill also expands existing asset- and visa-blocking sanctions related to Xinjiang to cover foreign individuals and entities responsible for serious human rights abuses in connection with forced labor. The Department of State shall report to Congress a strategy to enhance international awareness of forced labor in Xinjiang and to address such forced labor.
Gulf Coast Hurricane Aid Act of 2021 This bill provides emergency assistance for disaster response and recovery, and for other expenses, directly related to Hurricanes Laura, Delta, or Zeta. Specifically, the bill appropriates funds to the Community Development Fund for necessary expenses related to disaster relief, long-term recovery, and restoration of infrastructure, housing, and economic revitalization in areas in states for which the President declared a major disaster. The bill further provides for the use of proceeds from a system of competitive bidding to award licenses in the band of frequencies between 3700 megahertz and 3980 megahertz, to be deposited in the general fund of the Treasury and used for emergency assistance.
This resolution designates June 2021 as National Post-Traumatic Stress Awareness Month and June 27, 2021, as National Post-Traumatic Stress Awareness Day. The resolution supports (1) the education of members of the Armed Forces, veterans, their families, and the public about post-traumatic stress; and (2) efforts by the Department of Veterans Affairs and the Department of Defense to foster cultural change around the issue of post-traumatic stress. The resolution also encourages the leadership of the Armed Forces to support treatment of members of the Armed Forces who suffer from post-traumatic stress.
Seniors Prescription Drug Relief Act This bill establishes and alters several programs and requirements relating to the prices of prescription drugs under Medicare. For example, the bill caps annual out-of-pocket spending under the Medicare prescription drug benefit. It also establishes (1) a program under which drug manufacturers must, subject to civil penalties, provide discounts for covered drugs for beneficiaries who have incurred costs above the annual deductible; and (2) a process through which certain beneficiaries may have their monthly out-of-pocket costs capped and paid in monthly installments.
COVID-19 and Pandemic Response Centers of Excellence Act of 2021 This bill establishes and provides funding for the COVID-19 and Pandemic Response Centers of Excellence Program Fund. The Department of Health and Human Services (HHS) must use the funds to set up at least 10 centers of excellence at academic medical centers to address issues associated with COVID-19 and future pandemic preparedness and response efforts. In addition, HHS must establish an advisory committee comprised of representatives from relevant federal agencies, each center of excellence, and national organizations that work with populations disproportionately impacted by COVID-19 and other health disparities. The committee must facilitate collaboration, information-sharing, and dissemination of best practices relating to COVID-19 and future pandemic responses.
This resolution designates June 21-June 25, 2021, as National Cybersecurity Education Week and encourages increased awareness about and acknowledgement of the importance of cybersecurity education.
Historic Tax Credit Growth and Opportunity Act of 2021 This bill increases the rehabilitation tax credit and modifies certain requirements for the credit. The bill increases the rate of the credit to 30% for small projects (rehabilitation expenditures not exceeding $3.75 million) and caps the credit for such projects at $750,000 for all taxable years. The bill also expands the types of buildings eligible for rehabilitation by decreasing the rehabilitation threshold from 100% to 50% of project expenses. It also eliminates the basis adjustment requirement for the credit and modifies rules relating to the eligibility of tax-exempt use property for the credit.
Know Your Social Security Act This bill requires the Social Security Administration to provide Social Security account statements by mail to each individual who is 25 or older and who is eligible for, but not currently receiving, Social Security retirement benefits. Individuals may choose to receive their account statements electronically.
Growing Climate Solutions Act of 2021 This bill authorizes the Department of Agriculture (USDA) to establish a voluntary Greenhouse Gas Technical Assistance Provider and Third-Party Verifier Certification Program to help reduce entry barriers into voluntary environmental credit markets for farmers, ranchers, and private forest landowners. A voluntary environmental credit market is a market through which agriculture and forestry credits may be bought or sold. Entities eligible to participate in the program are (1) providers of technical assistance to farmers, ranchers, or private forest landowners in carrying out sustainable land use management practices that prevent, reduce, or mitigate greenhouse gas emissions, or sequester carbon; or (2) third-party verifiers that conduct the verification of the processes described in the protocols for voluntary environmental credit markets. Among other requirements, USDA must publish (1) a list of protocols and qualifications for eligible entities; (2) information describing how entities may self-certify under the program; (3) information describing how entities may obtain the expertise to meet the protocols and qualifications; and (4) instructions and suggestions to assist farmers, ranchers, and private forest landowners in facilitating the development of agriculture or forestry credits and accessing voluntary environmental credit markets. USDA must also establish an advisory council to make recommendations regarding the list of protocols and qualifications, best practices, and voluntary environmental credit markets. The bill also rescinds certain funds provided in the American Rescue Plan Act of 2021 and makes the funds available for the certification program.
