Pandemic Unemployment Assistance Fraud Protection Act This bill creates several requirements for states to address fraudulent claims for Pandemic Unemployment Assistance (PUA), temporarily increases penalties for fraud related to PUA, and requires each state to establish a hotline for victims of unemployment fraud. Specifically, the bill requires states to cross reference PUA claims with federal and state prison records and E-Verify to ensure that claimants are eligible for PUA, submit to the Department of Labor plans to recover fraudulently obtained PUA, develop an anti-fraud task force to investigate and recover fraudulently obtained PUA, make restitution to Labor for the amount of any overpayment of PUA made by the state, and establish a hotline designed to encourage individuals who are victims of unemployment fraud and have received an incorrect statement of unemployment compensation to report that fraud. The bill also temporarily enhances the maximum penalty for fraud related to PUA through December 31, 2021, so that the offense is classified as fraud in relation to a presidentially declared major disaster or emergency and punishable by up to 30 years imprisonment, a fine of up to $1,000,000, or both.

Foreign Gain-of-Function Research Prevention Act of 2021 This bill prohibits the use of federal funds to conduct or support gain-of-function research involving potential pandemic pathogens by China, Russia, Iran, North Korea, or other foreign adversaries. Gain-of-function research is any research that is anticipated to confer an attribute on a pathogen to enhance its pathogenicity or transmissibility in mammals. If the Department of State finds that an entity has used funds for prohibited research, the entity may not receive any federal funding for a period of five years.

Campus Free Speech Restoration Act This bill addresses expressive activities (e.g., peacefully assembling, distributing literature, or carrying signs) on college campuses. First, the bill generally prohibits a public institution of higher education (IHE) that participates in federal student-aid programs from restricting noncommercial expressive activities on campus. Further, the bill prohibits a public IHE from receiving federal funds if the Department of Education determines that the public IHE (1) maintains a policy that infringes upon the expressive rights of students; or (2) maintains or enforces time, place, or manner restrictions on expressive activities, except in limited circumstances. In addition, the bill prohibits retaliation against an individual because the individual reported or complained about restrictions on expressive activities or participated in an investigation or hearing. The bill also requires a private IHE that receives federal funds to provide students with its policies related to expressive rights. The bill also establishes a framework for investigating complaints and for IHEs to regain eligibility for federal funds.

Metropolitan Statistical Area Preservation Act This bill prohibits the Office of Management and Budget (OMB) from establishing, for purposes of designating areas as metropolitan statistical areas (MSAs), a minimum population for the urban area of such MSA that is more than 50,000. The OMB may, for statistical purposes only, establish other statistical area designations with higher minimum population requirements for such urban areas.

Reopening to address Every COmplete Record request for Devoted Servicemembers Act of 2021 or the RECORDS Act of 2021 This bill directs the Office of the Archivist of the United States to take specified steps to address record request backlogs. Specifically, the office must take actions to ensure that (1) the number of individuals employed by the National Personnel Records Center is equal to or exceeds the number of such individuals employed on March 2, 2020, and (2) the percentage of such individuals regularly reporting to work in person is equal to or exceeds the percentage of such individuals regularly reporting to work in person on that date. The office shall submit to specified congressional committees a report that provides a comprehensive plan to address the record request backlog of the National Personnel Records Center and improve the efficiency and responsiveness of operations at the center, identifies measurable goals with respect to the comprehensive plan and metrics for tracking progress toward such goals, and describes strategies to prevent future record request backlogs.

Hamas International Financing Prevention Act This bill imposes sanctions targeting Hamas, the Palestinian Islamic Jihad, and any affiliate or successor groups. The President shall periodically report to Congress a list of each foreign person or instrumentality that knowingly assists, provides significant support or services to, or is involved in a significant transaction with a senior member or supporter of any of the targeted groups. The President shall impose two or more sanctions on the named persons. Specifically, the person may be (1) denied credit and services from the Export-Import Bank, (2) barred from purchasing certain controlled defense articles, (3) denied exports of items on the U.S. Munitions List, (4) prevented from receiving exports of certain goods or technology controlled for national security reasons, (5) prohibited from receiving financing of more than $10 million from any U.S. financial institution, or (6) subject to property-blocking restrictions. The President shall periodically report to Congress a list of foreign governments that have repeatedly provided material support for the targeted groups' terrorist activities. The President shall bar these governments from receiving for one year (1) U.S. assistance, or (2) exports of controlled munitions. The Department of Treasury shall instruct U.S. leadership of international financial institutions to oppose the provision of assistance to an identified government for one year. The bill provides for certain exceptions and waivers, such as for transactions that would serve U.S. national interests. The President shall report to Congress and periodically provide briefings on other specified topics related to the targeted groups, such as where these groups secure financing and surveillance equipment.

This resolution calls on the people of the United States to observe Memorial Day to honor the men and women who died in the pursuit of freedom and peace.

This resolution expresses support for Israel's efforts of self-determination and collective security against external forces, recognizes Jerusalem as the legitimate capital city of Israel, and condemns actions by Hamas against the people of Israel.

This resolution condemns the rocket attacks by Hamas against Israel beginning the week of May 9, 2021. It also states that the United States must continue to invest in and support Israel's security and sovereignty.

Pharmacy DIR Reform To Reduce Senior Drug Costs Act This bill establishes certain requirements for prescription drug plans and the prices of covered drugs under the Medicare prescription drug benefit. Specifically, the bill requires price concessions, payments, and fees that are negotiated with a pharmacy to be included in a drug's negotiated price, excluding incentive payments, and for this price to be provided at the point of sale. Additionally, prescription drug plans must report price concessions or incentive payments that are made after payment for covered drugs at the point of sale, including by contracted intermediaries, to the pharmacy at least annually. The Centers for Medicare & Medicaid Services must establish standardized pharmacy performance measures with respect to incentive payments and price concessions; such measures must account for all pharmacy types, including specialty pharmacies, and focus on patient health outcomes and other targeted areas.
