An Act amending Title 35 (Health and Safety) of the Pennsylvania Consolidated Statutes, in prescribing opioids to minors, providing for prescribing opioids to individuals and further providing for definitions, for prohibition and for procedure; and making editorial changes.

An Act amending Titles 24 (Education) and 71 (State Government) of the Pennsylvania Consolidated Statutes as follows: In Title 24: for retirement for school employees, in preliminary provisions, further providing for definitions; in membership, contributions and benefits, further providing for payments by employers and providing for nonparticipating employer withdrawal liability and further providing for actuarial cost method; in School Employees' Defined Contribution Plan, further providing for vesting; in administration and miscellaneous provisions, further providing for Public School Employees Retirement Board; in administration and miscellaneous provisions, providing for the establishment of the Public Markets Emerging Investment Manager Program; and, in preliminary provisions, further providing for definitions. In Title 71: for retirement for State employees and officers, in preliminary provisions relating to retirement for State employees and officers, further providing for definitions; in membership, credited service, classes of service and eligibility for benefits regarding administration of the State Employees' Retirement Fund, further providing for election to become a Class A-6 member or solely a participant in the plan and for eligibility for death benefits; and, in benefits, further providing for maximum single life annuity.

An Act amending Title 53 (Municipalities Generally) of the Pennsylvania Consolidated Statutes, providing for the option to prohibit the location of an establishment license within a municipality.

An Act amending the act of June 3, 1937 (P.L.1333, No.320), known as the Pennsylvania Election Code, in voting by qualified absentee electors, further providing for applications for official absentee ballots, for absentee electors files and lists, for delivering or mailing ballots, for voting by absentee electors and for canvassing of official absentee ballots.

An Act amending the act of April 9, 1929 (P.L.177, No.175), known as The Administrative Code of 1929, in administrative organization, repealing provisions relating to employees with access to Federal tax information and providing for criminal history background checks of employees and contractors with access to Federal tax information; in organization of independent administrative boards and commissions, providing for Center for Rural Pennsylvania; in Office of State Inspector General, further providing for powers, purpose and duties and for criminal charges; in Commonwealth budget procedures, further providing for submission of budget to General Assembly; in Commonwealth agency fees, further providing for Department of State; in Independent Fiscal Office, further providing for revenue estimates; providing for Joint Underwriting Association accountability; in powers and duties of the Department of Labor and Industry, its departmental administrative and advisory boards and departmental administrative officers, providing for Bureau of Occupational and Industrial Safety; providing for legislative agencies and the continuation of Pennsylvania Commission on Sentencing; and making editorial changes and related repeals.

An Act amending Title 3 (Agriculture) of the Pennsylvania Consolidated Statutes, establishing the Agricultural Business Development Center, the Agricultural Business Development Center Advisory Committee and the Agricultural Business Development Center Fund; providing for the Commonwealth Specialty Crop Block Grant Program and establishing the Commonwealth Specialty Crop Block Grant Fund; providing for agriculture and youth development; establishing the Urban Agricultural Infrastructure Grant Program; and making a related repeal.

An Act amending the act of June 3, 1937 (P.L.1333, No.320), known as the Pennsylvania Election Code, in preliminary provisions, further providing for definitions; in the Secretary of the Commonwealth, providing for requirements for disapproval or decertification of voting apparatuses and for census outreach; in district election officers, further providing for compensation of district election officers; in election districts and polling places, further providing for restrictions on alteration; in nomination of candidates, further providing for petition may consist of several sheets and affidavit of circulator, for manner of signing nomination petitions and time of circulating and for nominations by political bodies; in ballots, further providing for form of official primary ballot, for form of official election ballot, for number of ballots to be printed and specimen ballots and for forms of ballots on file and open to public inspection and ballots and diagrams to be furnished to candidates and parties; in voting machines, further providing for requirements of voting machines and for form of ballot labels on voting machines; in electronic voting systems, further providing for requirements of electronic voting systems, for forms, for election day procedures and the process of voting and for post election procedures; providing for voting apparatus bonds; in preparation for and conduct of primaries and elections, further providing for manner of applying to vote and persons entitled to vote and voter's certificates and entries to be made in district register and numbered lists of voters and challenges, for method of marking ballots and depositing same in districts in which ballots are used, for instructions of voters and manner of voting in districts in which voting machines are used, for count and return of votes in districts in which ballots are used, for what ballots shall be counted, manner of counting and defective ballots and for canvass and return of votes in districts in which voting machines are used and providing for deadline for receipt of valid voter registration application, for appeals and for appeals to court of common pleas; in voting by qualified absentee electors, further providing for applications for official absentee ballots, for date of application for absentee ballot, for approval of application for absentee ballot, for absentee electors files and lists, for official absentee voters ballots, for delivering or mailing ballots, for voting by absentee electors, for canvassing of official absentee ballots and for public records; providing for voting by qualified mail-in electors; in returns of primaries and elections, further providing for manner of computing irregular ballots; providing for dissemination of information and for jurisdiction; removing references to the Traffic Court of Philadelphia; and making related repeals.
