1031 Exchange Improvement Act This bill revises the tax rule allowing deferral of gain for like kind exchanges of commercial property. (That rule provides that no gain or loss shall be recognized on the exchange of real property held for productive use in a trade or business or for investment if such real property is exchanged solely for real property of like kind.) Specifically, the bill eliminates the requirement that a substitute property be identified within 45 days of the sale of the original property.

Broadband Buildout Accountability Act This bill makes actions or decisions of the National Telecommunications and Information Administration concerning the Broadband Equity, Access, and Deployment Program subject to the Freedom of Information Act, which governs the release of federal documents.

Ban IRS Biometrics Act This bill prohibits the Department of the Treasury from requiring taxpayers to provide biometric information as a condition of filing any tax return, receiving any service, or accessing taxpayer information. The bill defines biometric information as any information regarding any measurable physical characteristic or personal behavioral trait used to recognize the identity, or verify the claimed identity or location, of an individual, including facial images, fingerprints, and iris scans. Treasury must also develop a plan for the safe and secure destruction and disposal of any biometric information collected or used prior to the enactment of this bill.

Federal Prisons Accountability Act of 2022 This bill modifies the appointment procedures and term of service for the Director of the Bureau of Prisons. Currently, the director is appointed by the Attorney General. This bill requires the director to be appointed by the President and confirmed by the Senate. The bill also limits the director to a single term of 10 years.

Ghost Army Congressional Gold Medal Act This bill provides for the award of a Congressional Gold Medal to the 23rd Headquarters Special Troops and the 3133rd Signal Services Company, known collectively as the Ghost Army , in recognition of unique and highly distinguished service during World War II.

Child Tax Credit for Pregnant Moms Act of 2022 This bill allows a child tax credit for an unborn child who is born alive. It also allows the credit upon certification that a mother's pregnancy resulted in a miscarriage (the involuntary death of an unborn child who was carried in the womb for less than 20 weeks) or that the child was stillborn (the involuntary death of an unborn child who was carried in the womb for 20 weeks or more).

This joint resolution disapproves of the action of the District of Columbia Council in approving the Coronavirus Immunization of School Students and Early Childhood Workers Amendment Act of 2021 (D.C. Act 24-285), enacted by the council on January 12, 2022.

Restore Parental and Consumer Medical Rights in the Nation's Capital Act This bill nullifies the following actions of the government of the District of Columbia: Order 2021-148 issued by the Mayor on December 22, 2021 (relating to vaccination requirements for entrance into certain indoor establishments and facilities); and the Coronavirus Immunization of School Students and Early Childhood Workers Amendment Act of 2021 (D.C. Act 24-285), enacted by the District of Columbia Council on January 12, 2022.

Ensuring Accurate and Complete Abortion Data Reporting Act of 2022 This bill requires states, as a condition of federal payment under Medicaid for family planning services, to report certain abortion data to the Centers for Disease Control and Prevention (CDC). (Currently, reporting is voluntary.) The CDC must develop standardized questions for states with respect to specified variables (e.g., maternal demographics and methods of abortion).
