Recreation Not Red-Tape Act This bill revises and sets forth provisions related to recreation areas and special recreation permits issued by the Department of the Interior and the Department of Agriculture (USDA) for individual or group use of federal recreational lands and waters. The bill makes permanent certain authorizations, including regarding such permits and the fees charged for them and for related administration, overhead, and indirect costs. Interior and USDA shall evaluate the special recreation permitting process and identify opportunities for eliminating duplicative processes, reducing costs, and decreasing processing times; establish categorical exclusions from environmental review requirements for special recreation permits if it would reduce processing times or costs without significantly affecting the human environment; authorize the issuance of temporary permits for new or additional recreational uses of federal lands and waters managed by the Forest Service and the Bureau of Land Management; allow online payment of certain federal passes and fees; develop initiatives to promote private-sector volunteer opportunities; and establish an interagency trail management plan. Permittees issued a special recreation permit may voluntarily and temporarily return one or more of their service days. The bill sets forth requirements for review by USDA of the renewal or adjustment of the allocations for the use of a special recreation permit. Interior and USDA may enter into agreements with states to allow the purchase of federal and state recreation passes in the same transaction. The bill establishes a National Recreation Area System.

Protecting Moms Who Served Act of 2021 This bill requires the Department of Veterans Affairs (VA) to implement the maternity care coordination program. This bill excludes certain persons from being considered a broker for tax reporting purposes. Under current law, the transfer of digital assets from a broker to a nonbroker requires the broker to file a return beginning on January 1, 2024. The bill provides that a broker does not include any person solely engaged in the business of (1) validating distributed ledger transactions, (2) selling hardware or software for which the sole function is to permit access to digital assets on a distributed ledger, or (3) developing digital assets or protocols for use by other persons who are not customers.
Closing the Warrantless Digital Car Search Loophole Act of 2021 This bill generally prohibits investigative and law enforcement officers from accessing vehicle data (onboard and telematics data in a noncommercial vehicle, such as navigation data and data captured by onboard sensors or cameras) unless pursuant to a warrant. Vehicle data acquired in violation of this bill is inadmissible as evidence in any trial, hearing, or other legal proceeding.
Small Business Lending Disclosure Act of 2021 This bill applies specified commercial lending protections to small business lending and extends the Consumer Financial Protection Bureau's regulatory authority regarding consumer financial products and services to include small business financing. Among other requirements, lenders offering financial products to small businesses must disclose the terms of the financing upon extending an offer and are prohibited from charging certain additional fees on a refinanced or modified loan.
Transformation to Competitive Integrated Employment Act This bill addresses employment standards for people with disabilities. First, the Department of Labor must award grants to states and certain eligible entities to assist them in transforming their business and program models to support people with disabilities by providing competitive integrated employment, assisting them in finding and retaining work in such employment, providing them with integrated employment and integrated community participation and wraparound services, and ensuring that such services comply with federal regulations for individuals receiving home and community-based services. The bill also prohibits the issuance of new special certificates that allow payment of subminimum wages to people with disabilities and phases out existing certificates over a five-year period. Further, Labor's Office of Disability Employment must award grants for technical assistance and other strategic support to employers transitioning from special certificates to competitive integrated employment for people with disabilities. Labor must contract with a nonprofit entity to conduct an evaluation of the impact of these transitions.
Access to Birth Control Act This bill requires pharmacies to comply with certain rules related to ensuring access to contraceptives. Specifically, pharmacies must provide without delay a customer with any contraceptive or related medication that is in stock. If the contraceptive is not in stock, the pharmacy must immediately inform the customer and either order the contraceptive or refer the customer to a pharmacy that has it in stock. Laws in some states provide pharmacists with the right to refuse to dispense contraceptive-related drugs on religious or conscience grounds. Pharmacies may refuse to provide a contraceptive to a customer (1) if the customer lacks a valid prescription for a prescription contraceptive or is unable to pay for the contraceptive, or (2) based on a pharmacy employee's professional clinical judgment. The bill also establishes a private cause of action and civil monetary penalties for violations of the bill.
