Protecting Life in Health Savings Accounts Act This bill prohibits distributions from health savings accounts (HSAs) or other tax-preferred savings accounts for abortions except for abortions to terminate a pregnancy that is the result or rape or incest or to protect a women's health or life.

Rescue Endangered SIVs and Citizens and Urgently Evacuate to Safety Act of 2022 or the RESCUES Act of 2022 This bill requires reports on issues related to the evacuation of Afghanistan, specifically the evacuation of (1) U.S. nationals and lawful permanent residents, (2) nationals of Afghanistan who have received or applied for a special immigrant visa, and (3) nationals of Afghanistan who are eligible for certain levels of priority under the U.S. Refugee Admissions Program. The Department of State must report to Congress on State Department funding provided to nongovernmental entities for evacuating such individuals. The report must include funding provided from August 15, 2021, to the date that is 180 days after this bill's enactment. The State Department must also report to Congress on the State Department's methods to prevent waste, fraud, abuse, or diversion to unintended beneficiaries of funding provided to a nongovernmental entity for evacuating such individuals.

Federal Reserve Regulatory Oversight Act This bill requires the Board of Governors of the Federal Reserve System and Federal Reserve banks to collect assessments and other fees to offset annual appropriations with respect to nonmonetary policy-related administrative costs to the board. The board and the banks may only incur obligations or allow and pay expenses with respect to nonmonetary policy-related administrative costs pursuant to appropriations.

Strategically Lowering Gas Prices Act This bill prohibits, subject to certain exceptions, the Department of Energy from drawing down or selling stocks from the Strategic Petroleum Reserve at the direction of a President if that President has withdrawn federal land subject to any of the mineral leasing laws from oil and gas leasing.

Reforming Broadband Connectivity Act of 2021 This bill requires the Federal Communications Commission (FCC) to make changes to the financing of the Universal Service Fund. This fund, which is financed by fees contributed by telecommunications carriers, supports programs to expand the availability of and access to telecommunications services. Specifically, the bill directs the FCC to (1) study the need for expanding the fund's contribution base to ensure fairness and equity in applicable contribution requirements, and (2) reform the fund's contribution system through rulemaking. In carrying out the rulemaking, the FCC must consider the findings and recommendations of its study and the impact of changes on consumers, businesses, and seniors.

Make Energy Affordable Act This bill requires the President to report on the rising energy prices. In addition, the President must provide updates on residential energy price trends, impacts of energy prices on low-income households, and actions by federal agencies to mitigate energy price increases.

This concurrent resolution expresses the sense of Congress that tax-exempt fraternal benefit societies provide critical benefits to the people and communities of the United States and their work should continue to be promoted.

Protecting Our Democracy by Preventing Foreign Citizens from Voting Act This bill prohibits federal funds from being made available to state or local governments that allow noncitizens to vote in federal, state, or local elections.
