Global Hostage Act of 2021 This bill directs the President to impose visa- and property-blocking sanctions on foreign individuals or entities that knowingly participate in or are complicit in politically motivated harassment, abuse, arrest, or imprisonment of a U.S. citizen or permanent resident. These sanctions shall also apply to those that materially assist or support such actions and those that provide significant support to an individual or entity sanctioned under this bill.

This resolution designates April 18, 2021, as Military Retiree Appreciation Day.

Comprehensive Care for Alzheimer's Act This bill allows the Center for Medicare and Medicaid Innovation (CMMI) to test a Dementia Care Management Model that provides comprehensive care to Medicare beneficiaries with Alzheimer's disease or a related dementia. Under the model, participating health care providers receive payment under Medicare for comprehensive care management services that are provided to individuals with diagnosed dementia, excluding Medicare Advantage enrollees, hospice care recipients, and nursing home residents. Required services include medication management, care coordination, and health, financial, and environmental monitoring, as well as trainings and other support services for unpaid caregivers. Providers must furnish services through interdisciplinary teams and must ensure access to a team member or primary care provider 24-7. The CMMI must set payments and determine quality measures for the model in accordance with specified requirements. The bill also allows the CMMI to design a similar model under Medicaid.

This resolution honors the memory of U.S. Capitol Police Officer William Francis "Billy" Evans for the selfless acts of heroism he displayed on April 2, 2021.

Military Spouse Licensing Relief Act of 2021 This bill provides for the portability of professional licenses of service members and their spouses who are relocated, because of military orders, outside of the jurisdiction that issued the license. Specifically, a professional license in good standing of a service member or spouse shall be considered valid at a similar scope of practice and in the discipline applied for in the new jurisdiction for the duration of such military orders. To establish and maintain eligibility, a service member or spouse must (1) provide a copy of the military orders to the licensing authority in the new jurisdiction; (2) remain in good standing with the licensing authority that issued the license; and (3) submit to the authority of the licensing authority in the new jurisdiction for the purposes of standards of practice, discipline, and fulfillment of any continuing education requirements. The bill also provides that if a service member or spouse is licensed to operate in multiple jurisdictions through an interstate licensure compact, the service member or spouse is subject to the requirements of the compact or the applicable provisions of the state law rather than the provisions of this bill.

Defenders of Bataan and Corregidor Congressional Gold Medal Act This bill provides for the award of a Congressional Gold Medal to the troops from the United States and the Philippines who defended Bataan and Corregidor, in recognition of their personal sacrifice and service during World War II.

No Bailouts for Illegal Aliens Act This bill withholds funding authorized under the American Rescue Plan Act of 2021 from any state or unit of local government that fails to certify that it is not providing relief funds or monetary payments that are targeted exclusively to individuals who are believed to be unlawfully present in the United States.

End the Border Crisis Now Act This bill imposes additional restrictions on asylum eligibility. Under this bill, an alien must be lawfully admitted into the United States to apply for asylum. (Currently, an alien may apply for asylum upon being physically present or arriving in the United States, subject to certain restrictions.) In addition, if an alien was in a qualifying third country (generally one where the alien's life or freedom would not be threatened on account of certain characteristics) during the 180 days before being admitted into the United States, the alien may not apply for asylum unless the alien proves that (1) the alien applied for and was denied asylum or equivalent status in that third country, or (2) the conditions in the alien's country of nationality have significantly worsened since the alien was in the third country.

This resolution urges the European Parliament to enact legislation that allows electronic service providers to continue using certain technologies to detect child sexual exploitation.

Combating Racist Training in the Military Act of 2021 This bill prohibits the Armed Forces and academic institutions of the Department of Defense from promoting specified anti-American and racist theories (e.g., that any race is inherently superior or inferior to any other race). Specifically, the bill prohibits including anti-American and racist theories or materials in curricula, reading lists, seminars, workshops, trainings, or other educational or professional settings in a manner that could appear as sponsorship, approval, or endorsement; contracting with, hiring, or otherwise engaging speakers, consultants, diversity trainers, and other persons for the purpose of advocating anti-American and racist theories; compelling members of the Armed Forces to affirm or profess belief in anti-American and racist theories; and segregating members of the Armed Forces by race in any setting, including educational and training sessions.
