This resolution honors Officers Brian Sicknick and Howard Liebengood of the U.S. Capitol Police, and it commends the bravery and service demonstrated by officers of the U.S. Capitol Police, the Metropolitan Police Department of the District of Columbia, and the other law enforcement agencies and protective entities that assisted in responding to the January 6, 2021, attack on the U.S. Capitol.

No Social Media Accounts for Terrorists or State Sponsors of Terrorism Act of 2021 This bill bars access to certain social media platforms by individuals designated as terrorists or senior officials of a government that is a state sponsor of terrorism. Specifically, the bill requires the President to prohibit providers of social media platforms (i.e., platforms that allow users to generate and share content and that have over 100,000 active users) from making such platforms available to barred individuals or officials. The bill does, however, allow officials to use these platforms solely for legitimate emergency alert purposes. Violations of this prohibition are subject to civil and criminal penalties. In addition, the President may waive the prohibition in the interests of U.S. national security. The Department of the Treasury must report to Congress on (1) the status and impact of the prohibitions of this bill, and (2) efforts to facilitate the free flow of information and access to communications technologies by civil society and democratic activists in Iran, Syria, North Korea, Cuba, and other countries controlled by authoritarian regimes.

Students Before Unions Act This bill requires local educational agencies, as a condition of receiving certain elementary and secondary school emergency relief subgrants, to publicly disclose negotiations with labor organizations (e.g., teacher unions) that are related to providing in-person instruction.

Verification and Oversight for Transparent Elections, Registration, and Identifications Act or the VOTER ID Act This bill requires states to conduct post-election audits of federal elections and attest to the integrity and security of voting procedures in those elections. Specifically, states must conduct a post-election audit after each federal election. The audit must include the accuracy of voting systems used in the election and an assessment of state compliance with applicable election laws and procedures, including those governing the requirements for voter identification and use of mail-in voting. The Election Assistance Commission (EAC) must develop best practices for conducting post-election audits, including recommendations to (1) conduct an audit using a bipartisan entity, and (2) complete an audit within 30 days after the state certifies the results of a congressional election. Additionally, states must attest to the integrity and security of their voter identification procedures and maintenance of voter registration lists. States must submit to the EAC, and make publicly available on their websites, these audit results and attestations.

K2 Veterans Care Act of 2021 This bill establishes a presumption of service-connection for certain diseases becoming manifest in a veteran who served on active duty at Karshi-Khanabad (K2) Air Base in Uzbekistan between January 1, 2001, and December 31, 2005. Specifically, there must be a presumption of service-connection for veterans who manifest illnesses that have a positive association with exposure to jet fuel, volatile organic compounds, high levels of particulate matter, depleted uranium, asbestos, or lead-based paint, as determined by the National Academies of Sciences, Engineering, and Medicine (NASEM). Under a presumption of service-connection, specific conditions diagnosed in certain veterans are presumed to have been caused by the circumstances of their military service. Health care benefits and disability compensation may then be awarded. Veterans who served at K2 Air Base during the specified period are eligible for Department of Veterans Affairs hospital care, medical services, and nursing home care for an illness that has been determined by NASEM to have a positive association with exposure to jet fuel, volatile organic compounds, high levels of particulate matter, depleted uranium, asbestos, or lead-based paint.

Keystone XL Pipeline Construction and Jobs Preservation Act This bill authorizes the TransCanada Keystone Pipeline to construct, connect, operate, and maintain the pipeline facilities in Phillips County, Montana, for the import of oil from Canada to the United States.

Protecting Our Wealth of Energy Resources Act or the POWER Act This bill requires the President and federal agencies to obtain the approval of Congress before prohibiting or substantially delaying certain new energy or mineral leases or permits on federal lands, including oil and gas leases, coal leases, hard rock leases, or critical minerals leases. In addition, the President and agencies must obtain the approval of Congress before withdrawing certain federal lands from mineral and geothermal leasing activities.

Consumer Access to Broadband for Local Economies and Competition Act or the CABLE Competition Act This bill revises the valuation of a cable system upon its sale or transfer, and it modifies the process for transferring a cable franchise to a person to whom such franchise was not initially granted. Specifically, the bill requires that after the denial of a franchise renewal or the revocation of a franchise for cause, any subsequent acquisition or transfer must be at fair market value. Further, the bill prohibits a cable franchising authority from (1) precluding the transfer of a cable franchise from a cable operator to a person to whom such franchise was not initially granted, or (2) requiring a cable operator that was initially granted a franchise to receive approval from the franchising authority for such a transfer. However, a franchising authority is authorized to require a cable operator to notify the authority of such a transfer.

Communities Overregulating Networks Need Economic Competition Today Act or the CONNECT Act This bill prohibits a state or political subdivision thereof from providing or selling broadband internet access service. Such provision or sale may continue if there is no more than one other commercial provider of broadband internet access that provides competition in a particular area.

Cable Access for Broadband and Local Economic Leadership Act or the CABLE Leadership Act This bill establishes a 120-day deadline for a cable franchising authority to act on a complete request for a new franchise. Further, the bill deems such a request granted on the day after this deadline expires if the franchising authority has not granted or denied the request by that date, and it outlines when such a request shall be considered complete.
