This bill requires assessments and reports concerning foreign violent white supremacist extremist organizations. The National Counterterrorism Center within the Office of the Director of National Intelligence must report to Congress an intelligence assessment on threats to the United States associated with foreign violent white supremacist extremist organizations, including whether foreign governments provide any support for such white supremacist organizations. The center must share the assessment with (1) the appropriate federal departments and agencies; (2) state, local, and tribal law enforcement officials; and (2) the appropriate foreign governments. The center must also report to Congress on the use of federal laws, regulations, and policies to counter threats to the United States and U.S. persons associated with such white supremacist organizations. The Privacy and Civil Liberties Oversight Board must report to Congress an assessment of the impacts on privacy and civil liberties relating to the use of such federal laws, regulations, and policies, and recommendations to mitigate such impacts. Unclassified versions of the assessment and reports required by this bill must be publicly available.

Keep America's Waterfronts Working Act This bill addresses the preservation and accessibility of waterfronts in coastal states. The bill directs the National Oceanic and Atmospheric Administration (NOAA) to establish a Working Waterfront Task Force that will be designed to identify and address critical working waterfront needs with respect to cultural and economic importance, environmental threats, and market conditions for water-dependent businesses. NOAA must also establish a Working Waterfront Grant Program. Under the program, NOAA may award grants to coastal states with approved working waterfront plans in place to preserve and expand access to coastal waters for people engaged in fishing, aquaculture, boat building, and other water-dependent businesses. In addition, NOAA is authorized to award grants to coastal states for the purpose of developing or revising working waterfront plans. States are allowed to allocate any grant money received to eligible Indian tribes, local governments, and other entities. Each state that is awarded a grant must contribute at least 25% of matching funds towards the total cost of the project carried out with the grant, subject to certain exceptions. The bill establishes the Working Waterfronts Preservation Loan Fund to provide loans to coastal states for the purpose of implementing working waterfront plans.

Water Quality Protection and Job Creation Act of 2021 This bill addresses water infrastructure and the discharge of pollution (e.g., wastewater or stormwater) into waters of the United States, including by reauthorizing through FY2026 and revising the Clean Water State Revolving Fund (SRF) program. The clean water SRF program provides communities low-cost financing for water quality infrastructure projects.

Puppy Protection Act of 2021 This bill requires the Department of Agriculture to expand standards that govern the humane handling, care, treatment, and transportation of animals to include new requirements for commercial dog dealers. Specifically, the standards must require dog dealers to provide to dogs adequate housing, exercise, and veterinary care; appropriate and nutritious food; continuous access to potable water; and meaningful socialization with humans and compatible dogs for at least 30 minutes each day. The standards must also include requirements for breeders to use safe breeding practices and make all reasonable efforts to find humane placement for retired breeding dogs.

This resolution expresses the sense of the House of Representatives that the Indiana Veterans' Home is an example of Hoosiers' dedication to their veterans and should be recognized for its 125 years of care to the veterans of Indiana and their families.

This bill repeals the Authorization for Use of Military Force Against Iraq Resolution of 2002.

This resolution expresses support for National Men's Health Week.

This resolution recognizes the historical significance to the nation of Juneteenth Independence Day (commemorating the end of slavery in the United States).

Support UNFPA Funding Act This bill authorizes annual contributions to support the core functions and programs of the United Nations Population Fund for the five fiscal years following the bill's enactment.

Pell Grant Preservation and Expansion Act of 2021 This bill makes various changes to the Federal Pell Grant program, including by expanding student eligibility for Pell Grants. The bill also revises student eligibility for federal student-aid programs. Specifically, the bill provides funding to increase the maximum Pell Grant award for each eligible student. Further, the bill requires the award amount to be adjusted for inflation. Next, the bill allows students who receive means-tested federal benefits (e.g., Medicaid) to automatically qualify for the maximum Pell Grant award plus an additional award amount. In addition, the bill moves the Iraq and Afghanistan Service Grant program into the Pell Grant program. Next, the bill raises from 12 to 18 the total number of semesters during which a student may receive a Pell Grant. The bill makes Dreamer students (i.e., students who have been granted Deferred Action for Childhood Arrivals status) who entered the United States before the age of 18 and who meet certain educational criteria eligible for federal financial aid. The bill also revises satisfactory academic progress requirements for federal student-aid programs, including by allowing a student who has not been enrolled in an institution of higher education for two years to regain eligibility for federal student aid.
