To prohibit the use of funds to use military force in or against Cuba, and for other purposes.

Maddy summaryThis bill prohibits the use of federal funds for military force in or against Cuba from its enactment until December 31, 2026, unless Congress declares war or passes specific statutory authorization. The restriction applies to all government funds and prevents military actions without congressional approval under the War Powers Resolution. An exception allows military force consistent with the War Powers Resolution's provisions for urgent situations requiring immediate action. The legislation directly affects the U.S. Department of Defense and federal budget processes by limiting how funds can be used for military operations targeting Cuba.

End Polluter Welfare for Enhanced Oil Recovery Act of 2026

Maddy summaryThis bill, titled the "End Polluter Welfare for Enhanced Oil Recovery Act of 2026," eliminates federal tax credits related to enhanced oil recovery (EOR). It directly affects oil and gas companies that utilize or plan to utilize EOR methods. Specifically, the bill strikes Section 43 of the Internal Revenue Code, thereby ending the existing Enhanced Oil Recovery Credit. Furthermore, for new facilities constructed after the bill's enactment, it removes eligibility for the carbon capture tax credit (Section 45Q) when captured carbon oxide is used for enhanced oil recovery. These changes discontinue tax incentives that support specific oil extraction techniques.

Love Lives On Act of 2025

Love Lives On Act of 2025 This bill extends entitlement for various benefit programs and services for surviving spouses of deceased members of the Armed Forces or veterans. The bill provides that the remarriage of a surviving spouse must not bar the furnishing of dependency and indemnity compensation or special pension benefits to such spouse. Additionally, the Department of Defense may not terminate the payment of an annuity for a surviving spouse under the Survivor Benefit Plan solely because the surviving spouse remarries. The bill also expands the definition of a dependent under TRICARE to include a remarried widow or widower whose subsequent marriage has ended due to death, divorce, or annulment.

Recognizing the duty of Congress to meet the needs of working women.

Maddy summaryThis concurrent resolution formally recognizes Congress's duty to protect the rights and economic security of working women, who make up nearly half of the U.S. workforce. The document highlights concerns about wage gaps, workplace discrimination, and recent policy changes that have weakened protections for women, particularly women of color. It calls for Congress to support equal pay, workplace safety, access to healthcare, paid leave, and the right to unionize, while also condemning actions that undermine civil rights enforcement and workplace protections. The resolution serves as a statement of principle rather than a law that creates new legal requirements.

Ultra-Millionaire Tax Act of 2026

Maddy summaryThis bill establishes a new annual wealth tax on individuals with net assets exceeding $50 million, requiring them to pay a percentage of their total asset value each year. The tax applies a 2 percent rate to assets between $50 million and $1 billion, with a higher rate of 3 percent or 6 percent on assets above $1 billion depending on whether a universal health insurance program is enacted. Married couples are taxed as a single unit, and certain assets like primary residences and small personal items are excluded from the calculation. The legislation also mandates enhanced reporting requirements for asset values, requires the IRS to audit at least 30 percent of taxpayers subject to this tax annually, and authorizes $100 billion in funding over ten years to support enforcement and administration of the new tax system.

To deem certain individuals as parents of Department of Veterans Affairs employees for purposes of determining entitlement to certain family and medical leave for such employees.

Maddy summaryThis bill expands family and medical leave eligibility for Department of Veterans Affairs employees by recognizing the parents of their spouses as their parents for leave purposes. It directly affects VA employees who may need to take leave to care for their spouse's parents, allowing them to access the same leave benefits they would receive for their own parents. The legislation treats the spouse's parents as the employee's parents when determining eligibility for leave under specific federal statutes. This change applies to full-time VA employees in designated positions and uses existing definitions for employee and parent status from federal law.

To direct the removal of United States Armed Forces from hostilities within or against the Republic of Cuba that have not been authorized by Congress.

Maddy summaryThis joint resolution directs the President to remove U.S. Armed Forces from hostilities within or against Cuba unless Congress provides a specific declaration of war or authorization for military force. The bill relies on the War Powers Resolution and existing expedited procedures to require immediate congressional approval for any ongoing military actions in Cuba. It explicitly allows the United States to continue defending itself from armed attacks, countering imminent threats, and conducting lawful counternarcotics operations. The measure is based on the constitutional principle that Congress holds the sole power to declare war.

Fair Wages for Incarcerated Workers Act of 2026

Maddy summaryThis bill expands federal labor protections to incarcerated workers by explicitly including them under the Fair Labor Standards Act, regardless of whether they work in publicly or privately operated correctional facilities. It defines these workers as individuals performing labor within prison programs, work release initiatives, or facility operations, and clarifies that they are employed by either the public agency or the private contractor running the facility. A key provision allows employers to deduct the cost of board, lodging, and certain court-imposed fees from an incarcerated worker's wages without counting these deductions against minimum wage requirements. The legislation also specifies which fees qualify for deduction, such as court surcharges and filing costs, while explicitly excluding payments for child support, victim compensation, civil judgments, and criminal fines.

Energy Bills Relief Act

Maddy summaryThe Energy Bills Relief Act aims to lower household energy costs and accelerate the development of low-cost, clean energy by modifying federal tax credits, expanding weatherization programs, and streamlining permitting processes. Key provisions include restoring tax incentives for renewable energy projects, increasing funding for low-income heating assistance, and requiring federal agencies to treat wind, solar, and storage projects with the same procedural fairness as oil and gas projects. The bill also establishes new incentives for upgrading the electricity grid, such as tax credits for transmission lines and grants for wildfire prevention measures, while creating mechanisms to ensure utilities serve public interests and protect consumers from price volatility.

Reproductive Freedom for Veterans Act

Maddy summaryThis bill requires the Department of Veterans Affairs (VA) to cover abortion care, counseling, and related medication as part of standard hospital and medical services for eligible veterans and certain dependents. It amends VA healthcare law to explicitly include these services under existing coverage for veterans qualifying under section 1703 and dependents eligible under section 1781(a). The policy directly affects veterans and their dependents enrolled in VA healthcare programs by expanding covered benefits to include abortion-related care. This is a concrete policy change to VA healthcare benefits, not a broader abortion law.
