International Nuclear Energy Financing Act of 2021 This bill requires the U.S. Executive Director at the International Bank for Reconstruction and Development (and the U.S. Executive Director at any other international financial institution deemed appropriate) to support financial assistance for the generation and distribution of nuclear energy, consistent with U.S. national security interests.

This joint resolution proposes a constitutional amendment limiting Representatives to three terms and Senators to two terms. Terms beginning before the ratification of this amendment do not count towards these term limits.

This joint resolution proposes an amendment to the Constitution to require that the Supreme Court consist of nine Justices.

Modernize Nuclear Reactor Environmental Reviews Act This bill directs the Nuclear Regulatory Commission to report on its efforts to facilitate efficient, timely environmental reviews of nuclear reactors through expanded use of categorical exclusions, environmental assessments, and generic environmental impact statements in lieu of environmental impact statements as required under the National Environmental Policy Act of 1969. The commission must promulgate a final rule to (1) establish an optional generic environmental impact statement that may be used in the licensing process for nuclear reactors, and (2) eliminate or modify the list of actions that require environmental impact statements.

This bill requires the Office of the Inspector General in the Department of Justice to report to Congress on the number of (1) firearm transfer denials issued by the National Instant Criminal Background Check System that are referred to the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) for investigation; (2) prosecutions resulting from such investigations; and (3) firearms recovered by the ATF in cases in which a denial was issued by the system after a firearm was transferred.

COVID Economic Injury Disaster Loan Relief Act This bill extends the deferment of a borrower's payments on an economic injury disaster loan taken in response to COVID-19 (i.e., coronavirus disease 2019) from one year to two years from the date on which the loan is made.

Paycheck Protection Program Loan Forgiveness Flexibility Act of 2021 This bill modifies the rehiring deadline by which a participant in the Paycheck Protection Program, established to support small businesses in response to COVID-19 (i.e., coronavirus disease 2019), must return to pre-pandemic levels of employment in order to be eligible for loan forgiveness. Specifically, the bill sets this rehiring deadline to 90 days after the termination of all state and local COVID-19 emergency declarations that apply to the location of the recipient.

This bill eliminates the Office of Financial Research, which provides financial data and analysis to support the Financial Stability Oversight Council.

Concealed Carry Reciprocity Act This bill establishes a federal statutory framework to regulate the carry or possession of concealed firearms across state lines. Specifically, an individual who is eligible to carry a concealed firearm in one state may carry or possess a concealed handgun (other than a machine gun or destructive device) in another state that allows its residents to carry concealed firearms. It sets forth requirements for the lawful concealed carry across state lines. The bill preempts most state and local laws related to concealed carry and establishes a private right of action for a person adversely affected by interference with a concealed-carry right established by this bill.

This resolution calls on the President to abandon the One China policy in favor of one that recognizes Taiwan as an independent country that is not a part of China. The resolution also urges the President to bolster diplomatic and economic relations between the United States and Taiwan through specified means.
