Declares a policy of the state to use zero-based budgeting in developing the biennial budget plan. Requires state agencies to include information justifying proposed expenditures in agency request budgets filed with the Oregon Department of Administrative Services. Applies to biennia beginning on or after July 1, 2027.
Requires the Oregon Department of Emergency Management to study solar events. Directs the department to submit findings to the interim committees of the Legislative Assembly related to emergency management not later than September 15, 2026. Sunsets on January 2, 2027.
Directs the Oregon Business Development Department to prepare and submit a report on promoting hydrogen fuels in this state to the interim committees of the Legislative Assembly related to energy not later than September 15, 2026. Sunsets on January 2, 2027.
Requests the Bureau of Land Management and the United States Forest Service to relinquish control of as much land in this state as possible to the State of Oregon.
Prohibits an individual from using a gillnet to land salmon in the main stem of the Columbia River. Establishes certain exceptions. Provides that an individual may renew a Columbia River gillnet salmon vessel permit only if the individual has used the permit to land salmon in at least one of the two years preceding the renewal.
Provides for an additional exemption against Oregon estate tax in order to account for inflation in the calculation of a taxable estate. Adjusts the amount of an exemption based on inflation. Allows an estate to file an amended return seeking a refund based on the operation of the exemption. Applies to the estates of all decedents who die on or after January 1, 2020. Takes effect on the 91st day following adjournment sine die.
Removes notification and certain examination requirements that apply to children who are taught by a private teacher, parent or legal guardian. Declares an emergency, effective July 1, 2025.
Allows a person who owns property on which a certain spring originates to store water from the spring for use for fire prevention and fire suppression if the person obtains a permit. Takes effect on the 91st day following adjournment sine die.
Transfers moneys from amounts retained in the Fund for Student Success to the School Stabilization Subaccount for Wildfire-impacted School Districts and increases the expenditure limitation for payment of grants-in-aid, program costs and purchased services for the Department of Education for the 2023-2025 biennium for the purpose of awarding grants to school districts impacted by wildfires. Declares an emergency, effective on passage.
Authorizes a county to allow a homestead rebuilt by the same owner on the same lot to replace the homestead destroyed by wildfire to have a specially assessed value equal to the destroyed homestead's real market value for the property tax year during which the homestead is destroyed, to the extent of the square footage of the destroyed homestead. Provides that the specially assessed value continues until the earliest of the date on which the rebuilt homestead is no longer the owner's principal dwelling, is rented to another person for any duration or is transferred to new ownership. Takes effect on the 91st day following adjournment sine die.
