Permits patient to request medication to end patient's life in humane and dignified manner no earlier than 90 days after receiving terminal diagnosis. Creates exception to 90-day waiting period for patient with less than six months to live.
Directs Department of Education to award grants to school districts to support safe schools by funding programs related to bullying prevention and youth empowerment. Directs department to present statewide conference on bullying prevention and youth empowerment. Allows department to enter into contract with nonprofit organization to administer conference. Requires department to expend part of appropriation as grant for task force to encourage and coordinate county integrated pest management programs to combat Sudden Oak Death. Establishes Task Force on Maritime Sector Workforce Development. Directs task force to, consistent with work of predecessor task force, study and develop description of maritime sector and maritime sector workforce in Oregon and develop recommendations for State Workforce and Talent Development Board to incorporate consideration of maritime sector into statewide workforce development system plan. Requires task force to report to certain committees of Legislative Assembly and to State Workforce and Talent Development Board no later than September 15, 2020. Sunsets task force on December 31, 2020. Declares emergency, effective on passage.
Establishes retirement benefits payable under Oregon Public Service Retirement Plan to persons who establish membership in Public Employees Retirement System on or after effective date of Act. Provides that such persons do not become members of pension program of plan. Requires employers of such persons to make employer contributions to plan in amount equal to 10 percent of member's salary. Allows person to contribute additional two percent of salary, which is matched by employer. Provides break in service rules for persons who established membership in system before effective date of Act. Requires employer contribution rate set by Public Employees Retirement Board, including employer contributions to individual account program, to be at least 18 percent of salary. Directs Oregon Investment Council to offer risk options for investment of individual accounts established under system. Directs board to adopt rules allowing members to elect from risk options. Directs board to recalculate employer contribution rates to reflect savings attributable to Act. Provides for expedited review of Act by Supreme Court upon petition by adversely affected party. Declares emergency, effective on passage.
Authorizes issuance of certificate of restricted registration as professional engineer. Describes scope of restricted registration. Sets forth qualifications for restricted registration. Identifies grounds for refusal of restricted registration and for disciplinary action against holder of restricted registration. Makes educational and technical qualifications for renewal of registration as professional engineer applicable for renewal of restricted registration. Authorizes fee for restricted registration. Reduces out-of-state registration or licensing period necessary to qualify for waiver of fundamentals of engineering examination. Requires that applicant for waiver not have record of discipline for negligence or incompetence in practice of engineering.
