Relating to obligations of worker leasing companies under the paid family and medical leave insurance program.

Provides that client company that is furnished workers by worker leasing company is responsible for employer duties under paid family and medical leave insurance program with respect to workers leased to client company. ] Directs Director of Employment Department ] Department of Revenue to reimburse worker leasing company for any employer contribution payments made by worker leasing company on behalf of client company that meets certain criteria ] if Department of Revenue determines pursuant to amended combined quarterly report that refund is due . Applies to payments of contributions by worker leasing company on behalf of client employer on or after January 1, 2023 made before effective date of Act ]. Provides that worker leasing company is not responsible for paying employer contribution amounts on behalf of client employers that employ fewer than 25 employees. Establishes method by which Employment Department shall determine number of employees employed by employer for purposes of determining liability for such contributions. Takes effect on 91st day following adjournment sine die.

Relating to aerial wildlife management activities.

Provides that, before undertaking wildlife management activity involving aircraft, State Department of Fish and Wildlife must notify private landowners over whose land aircraft will fly, under specified circumstances.

Relating to local marijuana taxes; prescribing an effective date.

Increases maximum percentage of tax that governing body of city or county may impose on sale of marijuana items. Requires percentage of newly enacted or increased amount to be transferred to county in which collecting retail establishment is located, provided county is eligible for Oregon Marijuana Account distributions. Applies to marijuana items sold on or after January 1, 2024. Takes effect on 91st day following adjournment sine die.

Proposing amendment to Oregon Constitution relating to limitations on gubernatorial emergency powers.

Proposes amendment to Oregon Constitution to limit ability of Governor to declare emergency or to exercise powers under declaration of emergency to only those powers granted by law and to 30 days' duration. Authorizes county governing bodies in counties subject to declaration of emergency to extend declaration of emergency in up to 30-day increments and to reduce powers that may be exercised under declaration of emergency in their respective counties. Refers proposed amendment to voters for their approval or rejection at next regular general election.

Relating to persons in leadership positions of public education providers; declaring an emergency.

Requires governing body of public education provider to develop and revise professional learning plans. Prescribes requirements for professional learning plans. Establishes compliance with training requirements prescribed by professional learning plan as requirement for person seeking reelection as member of school district board or education service district board. Limits economic interest filing requirements for district school board members to those serving school districts with 7,500 or more students in average daily membership. Declares emergency, effective on passage.

Relating to commutations.

Establishes procedure for charging aggravated version of offense when defendant commits felony after receiving commutation. Directs court to calculate sentence by determining sentence for underlying crime and adding 60 months' imprisonment.
