Proposing an amendment to the Oregon Constitution relating to initiative measures.

Digest: Demands at least 8% of those who voted in the last election for a Governor to sign an IM petition. Demands at least 10% of those who voted in the last election for a Governor to sign a petition to amend the Constitution. Demands that signatures must come from among all congressional districts.
