Proposes amendment to Oregon Constitution to allow Legislative Assembly by law to prohibit agency rule, policy or procedure from taking effect until after Legislative Assembly has adopted joint resolution approving rule, policy or procedure. Imposes six-year sunset on any rule approved by joint resolution. Refers proposed amendment to people for their approval or rejection at next regular general election.
Establishes personal income tax credit for contributions to charitable organizations. Limits availability of credit based on federal adjusted gross income. Applies to tax years beginning on or after January 1, 2017. Takes effect on 91st day following adjournment sine die.
Redirects employee contributions made by member of system from individual account program to account to be used to pay for member's pension or other retirement benefits accrued on or after January 1, 2018. For years beginning in 2018, caps at $100,000 annual salary used to calculate final average salary for purposes of Public Employees Retirement System. Directs Public Employees Retirement Board to recalculate employer contribution rates to reflect savings attributable to Act. Provides for expedited review of Act by Supreme Court upon petition by adversely affected party.
Allows landowner to file claim for payment with State Forestry Department if fire originating on state forestland spreads to commercial forestland. Establishes Forestland Fire Compensation Fund. Appropriates fund moneys for carrying out claim program. Declares emergency, effective July 1, 2017.
