Modifies abbreviated school day program requirements. Requires that parent or foster parent must give informed and written consent for student with disability to be placed on program. Prescribes duties of school district superintendent and Department of Education in relation to abbreviated school day programs. Directs school districts to provide notice to parents or foster parents of every student with disability who was on abbreviated school day program at end of 2022-2023 school year or who had abbreviated school days during 2022-2023 school year. Prescribes requirements of notice. Declares emergency, effective on passage.

Adds members of household and domestic partner of candidate to list of persons who may not be employed to open ballot envelopes, handle ballots, prepare ballots for counting or count ballots. Limits personnel authorized to verify signatures on ballots to match personnel authorized to count ballots.
Exempts from state income for taxpayers 62 years of age or younger receiving retirement pay or pension for service in Armed Forces of the United States up to $17,500 in retirement pay or pension received for service in Armed Forces of the United States and up to $17,500 in retirement pay or pension received from other sources. Applies to tax years beginning on or after January 1, 2023.
Requires Public Employees Retirement Board to study approaches to lowering employer contribution rate paid by charter schools under Public Employees Retirement System. Directs board to submit findings to interim committees of Legislative Assembly related to general government not later than September 15, 2024.
Provides that Oregon estate tax is imposed only on estates of decedents dying on or before January 1, 2023. Takes effect on 91st day following adjournment sine die.
Allows owner of property outside urban growth boundary to site additional dwelling on property for occupancy by relative of owner. Takes effect on 91st day following adjournment sine die.
Modifies conditions of eligibility for tax credit allowed to rural medical care provider. Removes eligibility limitation on adjusted gross income of individual providing rural medical care, restrictions on types of hospitals and tiered amounts of allowable credit based on distance from certain municipalities. Increases credit amount. Removes requirement of hospital consulting privileges applicable to optometrist claiming credit. Applies to tax years beginning on or after January 1, 2024. Takes effect on 91st day following adjournment sine die.
Directs Department of State Police to release sex offender information for level two sex offenders to certain entities on website maintained by department.
Provides that evidence of defendant's commission of other sexual offenses is admissible if relevant in criminal action in which defendant is accused of sexual offense. Provides that evidence of defendant's commission of other crimes constituting domestic violence is admissible if relevant in criminal action in which defendant is accused of crime constituting domestic violence. Eliminates provision providing that evidence of all prior bad acts is admissible if relevant in criminal action.
Authorizes county to adopt ordinance concerning Ballot Measure 114 (2022) providing that law enforcement agency with jurisdiction entirely within county is not required to act as firearm purchase permit agent, and permit is not required for transfer of firearm from transferor within county to county resident.
