Relating to a frozen assessed value for the homesteads of certain individuals; prescribing an effective date.

Provides, for purposes of ad valorem property taxation, frozen assessed value for homestead of individual at least 68 years old, or person with disability, if homestead and individual would be eligible for homestead property tax deferral program but for fact that homestead is pledged as security for reverse mortgage. Provides that frozen assessed value equals assessed value of homestead for property tax year immediately preceding first property tax year to which valid claim relates. Provides for unfreezing of assessed value if new property or new improvements are added to tax account of homestead. ] Provides that, after occurrence of certain circumstances, assessed value shall be what it would have been if homestead had never been granted frozen assessed value ] homestead shall be assessed and taxed as other property similarly situated is assessed and taxed . Sunsets program after six years. Grandfathers homesteads granted frozen assessed value before sunset. Takes effect on 91st day following adjournment sine die.

Relating to funding the transition to electric motor vehicles; prescribing an effective date; providing for revenue raising that requires approval by a three-fifths majority.

Increases rate of privilege tax imposed on Oregon motor vehicle dealers upon retail sale of taxable motor vehicle and rate of use tax imposed on storage, use or other consumption in this state of taxable motor vehicle purchased at retail. Applies to any taxable motor vehicle sold at retail in any jurisdiction within or outside this state that is registered by purchaser residing within county any part of which is situated within boundaries of metropolitan service district to address within district ] county . Directs revenue from increase in privilege tax to be used to supplement rebates otherwise made under zero-emission and electric vehicle rebate program and Charge Ahead Oregon Program with respect to taxable motor vehicles registered by purchaser residing within county any part of which is situated within boundaries of metropolitan service district to address within county . Requires electric companies, Oregon Community Power and consumer-owned utilities to collect one percent public purpose charge from retail electricity consumers located within part of service area that is within Portland metropolitan service district. Requires investment of public purpose charge funds in programs to accelerate transportation electrification and grid modernization efforts that support transportation electrification. Authorizes certain retail electricity consumers to direct their own transportation electrification projects and receive credit against public purpose charges. ] Requires electric companies to invest amount in programs to support acceleration of transportation electrification that is equal to no less than one-half of one percent of total rates collected annually from retail electricity consumers located within part of service area that is within Portland metropolitan service district. Modifies provisions relating to transportation electrification. Directs Public Utility Commission to submit annual report to Legislative Assembly on programs . Takes effect on 91st day following adjournment sine die.

Relating to high school diploma requirements; declaring an emergency.

Establishes subject-matter credit requirements that students must satisfy in order to receive high school diploma. Removes authority of State Board of Education to establish requirements, including Essential Learning Skills, that students must satisfy in order to receive high school diploma. ] Directs board to develop recommendations for school district or public charter school to establish requirements for student to satisfy in order for student to receive high school diploma. Directs board to develop recommendations for process for school district or public charter school to award high school diploma to person who was previously ineligible solely due to failure to satisfy certain requirements that are no longer required for high school diploma. ] Applies to high school diplomas awarded on or after July 1, 2021. ] Establishes Task Force on High School Diploma Requirements. Prescribes membership and duties of task force. Declares emergency, effective on passage.

Relating to managing the utilization of health care.

Requires coordinated care organizations to report specified information to Oregon Health Authority regarding requests for prior authorization. Requires insurers offering health benefit plans to report specified information to Department of Consumer and Business Services regarding requests for prior authorization. Creates new requirements and modifies existing requirements applicable to utilization review by insurers offering health benefit plans. Creates new requirements applicable to step therapy requirements imposed by entities providing health insurance, medical services contracts or health care service contracts, multiple employer welfare arrangements and pharmacy benefit managers. Exempts from certain new or modified requirements health benefit plans offered to public employees by Public Employees' Benefit Board and Oregon Educators Benefit Board.

Relating to discrimination.

Makes unlawful practice for place of public accommodation to refuse to accept United States coins or currency as payment for goods and services. Creates limited exceptions. Allows person to file complaint with Commissioner of Bureau of Labor and Industries alleging unlawful practice against operator or person acting on behalf of place of public accommodation. Becomes operative on July 1, 2021. Allows person to bring civil action alleging unlawful practice against operator or person acting on behalf of place of public accommodation. Becomes operative on January 1, 2022. ] Limits authority of school district to become member of voluntary organization that administers interscholastic activities unless organization implements policy that prohibits discrimination based on race, color or national origin. Clarifies meaning of race to include natural hair, hair texture, hair type and protective hairstyles for purposes of prohibited discrimination under antidiscrimination statutes. Clarifies that valid dress code or policy may not have disproportionate adverse impact on members of protected class.

Relating to driving privileges; declaring an emergency.

Repeals driving privilege suspension and eliminates imposition of driving privilege restrictions for failure to pay fine. Becomes operative October 1, 2020. Authorizes Department of Transportation to take certain actions before operative date of Act. Declares emergency, effective on passage.

Relating to child care; prescribing an effective date.

Authorizes Office of Child Care to award grants to child care facilities supporting large employers. Appropriates moneys from General Fund to office for program. Sunsets program January 2, 2022. Creates income tax credit for lessors of real property leased to certified child care facilities. Creates income tax credit for child care facilities with staff members who received 18 or more clock hours of training related to child care. Creates income tax credit for child care facilities rated three stars or higher with quality rating and improvement system. Applies to tax years beginning on or after January 1, 2021, and before January 1, 2027. Includes attempts to obtain commercial advantage in provision of child care service as form of false reporting of child abuse. Allows all residential structures to be used as certified or registered family child care homes. Prohibits conditions on child care facilities that are more restrictive than other uses allowable within land use zone. Allows development of child care facilities as conditional use on lands zoned for exclusive farm use. Takes effect on 91st day following adjournment sine die.

Relating to the Family Preservation Project; declaring an emergency.

Directs Oregon Criminal Justice Commission to establish, in collaboration with Department of Corrections, Family Preservation Project pilot program at Coffee Creek Correctional Facility. Provides that program shall be administered by YWCA of Greater Portland. Specifies goals of program and services that may be provided. Requires commission to perform analysis of program and report results of analysis to Legislative Assembly beginning September 15, 2022, and every two years thereafter. Appropriates moneys to Oregon Criminal Justice Commission for distribution to YWCA of Greater Portland for purposes of program. Sunsets program on January 1, 2027. Declares emergency, effective on passage.
