Requires Director of Oregon Department of Administrative Services to study development and administration of program to make payments to essential workers for services performed during COVID-19 pandemic and report findings to interim committees of Legislative Assembly related to labor on or before September 15, 2023. Sunsets January 2, 2024.

Directs University of Oregon to conduct study on prevalence of child abuse in this state and to submit report regarding study to interim committees of Legislative Assembly related to human services. Appropriates moneys from General Fund to Higher Education Coordinating Commission for study and report.

Appropriates $50 million to State Forestry Department to fund increased forest thinning operations in specified wildfire-prone counties. Directs department to allocate $5 million to fund forest thinning operations on public lands located in each wildfire-prone county. Requires department to confer with county governing body of each county to determine which specific forest thinning operations to fund. Declares emergency, effective on passage.

Proposes amendment to Oregon Constitution to require approval by majority of Senate of any pardon or commutation. Refers proposed amendment to people for their approval or rejection at next regular general election.

Establishes pilot program to provide funding to school districts for purposes of increasing access to schools by homeless students and improving academic achievement of homeless students. Directs Department of Education to award grants to school districts participating in pilot program from Statewide Education Initiatives Account. Sunsets pilot program July 1, 2025. Directs Department of Education to submit report on homeless students, including pilot program, to interim committees of Legislative Assembly related to education. Declares emergency, effective on passage.

Directs Department of State Police to establish unit to assist county sheriffs' offices with law enforcement related to unlawful marijuana cultivation or distribution operations and with general local law enforcement needs. Directs Department of Revenue to transfer moneys from Oregon Marijuana Account to State Police Account for purposes of assisting county sheriffs' offices and to reduce subsequent amount transferred to Drug Treatment and Recovery Services Fund. Declares emergency, effective on passage.

Authorizes Department of Human Services to award two-year grants to organizations that provide services to unaccompanied homeless youth and to organizations that operate host home projects for unaccompanied homeless youth. Sunsets grant programs on July 1, 2023. Requires department to submit reports on host home project grant program to interim committees of Legislative Assembly relating to housing, homeless youth services and high school education. Appropriates moneys to department for statewide assessment and grants. ] Increases certain General Fund appropriations to Department of Human Services for purposes of carrying out Act. Takes effect on 91st day following adjournment sine die.

Allows Department of Consumer and Business Services to require implicit bias training for mortgage loan originators. Establishes Joint Task Force on Addressing Racial Disparities in Home Ownership. Requires task force to report to interim committee of Legislative Assembly on or before September 15, 2022. Sunsets task force on December 31, 2022. Appropriates moneys to Legislative Policy and Research Committee to compensate task force. ] Takes effect on 91st day following adjournment sine die.

Allows pharmacist or pharmacy technician to transfer drug containing pseudoephedrine without prescription to person who is at least 18 years of age and presents person's valid government-issued photo identification. Requires pharmacist or pharmacy technician, prior to transfer, to submit specified information into electronic system designed to prevent illegal transfer of drugs containing pseudoephedrine. Requires pharmacist or pharmacy technician to record specified information about transfer of drug containing pseudoephedrine. Specifies maximum amount of pseudoephedrine that person may receive without prescription. Establishes storage requirements for drug containing pseudoephedrine. Clarifies that measure does not apply to drugs transferred pursuant to prescription. Punishes violation by 364 days' imprisonment, $6,250 fine, or both. Becomes operative January 1, 2022. Takes effect on 91st day following adjournment sine die.

Provides tax exemption for property of religious organization held or used solely to provide affordable housing to low income households. Conditions tax exemption on property being subject to covenant to maintain affordability for not less than 60 years. Provides that default six-year sunset of tax expenditures does not apply to exemption. Requires initial claim to be filed with Department of Revenue and annual claims with county assessor thereafter. Restricts conditions that local governments may place on development of affordable housing provided by religious nonprofit corporations and expands zoning where such housing must be allowed. Takes effect on 91st day following adjournment sine die.
