Relating to developing child care facilities; declaring an emergency.

Authorizes Department of Early Learning and Care to acquire ownership of, or enter into contract with public or private entity to use, up to three approximately one-quarter-acre parcels in Deschutes County to develop commercial-grade buildings suitable to function as child care facilities. Requires department to lease buildings at annual rate not to exceed 10 percent of market rate to person qualified to operate certified child care facility. Appropriates moneys from General Fund to department for specified purposes. Declares emergency, effective on passage.

Relating to wildfire.

Directs Department of Environmental Quality to notify Attorney General if air quality index readings for area of state reach 250 or higher during seven consecutive days and cause is believed to be wildfire originating on lands owned by United States. Directs Attorney General to investigate and bring civil action if wildfire was caused by negligent or unlawful forest management practices.

Relating to employment discrimination based on vaccination status.

Makes discrimination against individual based on vaccination history, individual's refusal to obtain vaccination or individual's failure to provide proof of immunity to communicable disease unlawful employment practice. Allows civil action for violation against unlawful employment practice.

Relating to the environmental impact of camping sites used by homeless individuals on the waters of the state; prescribing an effective date.

Authorizes any person to submit complaint to Department of Environmental Quality if person reasonably believes that camping site of homeless individuals is causing discharge of wastes into state waters. Directs department to remove individuals from camping site and clean camping site as necessary to protect state waters. Takes effect on 91st day following adjournment sine die.

Relating to driving privileges.

Provides that person whose driving privileges are permanently revoked may request hearing to restore privileges after three years instead of 10 years, if revocation was imposed following conviction of felony driving while under influence or third or subsequent offense of driving while under influence. Requires person to install ignition interlock device for period of 10 years if person's driving privileges are restored.

Relating to the calculation of final average salary under the Public Employees Retirement System.

Changes calculation of final average salary for purposes of Public Employees Retirement System to use five years of salary instead of three years, for salary paid on and after January 1, 2024. Directs Public Employees Retirement Board to recalculate employer contribution rates to reflect savings attributable to Act. Provides for expedited review of Act by Supreme Court upon petition by adversely affected party.
