Relating to offshore wind; declaring an emergency.

Establishes state policy that meaningful share of benefits from offshore wind energy development go to local and regional communities, ecosystems and environments and economies and that interconnection of offshore energy projects be carried out in manner that promotes electric grid reliability and resilience. Establishes state policy to support engagement between offshore wind developers and communities, to minimize adverse effects of survey activities while maximizing benefits of offshore wind development and to promote economic diversification and resilience. Requires Governor, through Regional Solutions Program, to draft report for consideration by federal Bureau of Ocean Energy Management that identifies state priorities of nonmonetary factors and nonmonetary factor bidding credits to be used in bureau's multiple-factor auction format for awarding offshore wind leases. Requires Governor to release and deliver report to bureau no later than September 15, 2023. ] Directs Department of Land Conservation and Development to coordinate with agencies, local governments and communities to carry out state policies. Directs department to submit report to interim committees of Legislative Assembly related to energy development by December 31, 2024. Declares emergency, effective on passage.

Relating to penalties under Oregon Safe Employment Act; prescribing an effective date.

Prohibits assessment of civil penalty or fine for violation of state occupational safety or health measure if no disease outbreak of COVID-19 occurred as result of violation. Requires Director of the Department of Consumer and Business Services to rescind civil penalties and fines assessed against employers for violations of COVID-19-related occupational safety or health measures if no disease outbreak of COVID-19 has occurred as result of violation. Requires director to refund rescinded civil penalties and fines. Takes effect on 91st day following adjournment sine die.

Relating to utility rate impacts.

Requires Public Utility Commission to study rate impacts associated with implementing reduction of greenhouse gas emissions required by House Bill 2021 (2021). Directs commission to submit findings to interim committees of Legislative Assembly related to energy no later than September 15, 2024.

Proposing amendment to Oregon Constitution relating to Senate confirmation of appointments.

Proposes amendment to Oregon Constitution to prohibit holders of appointed offices that require Senate confirmation from holding over beyond conclusion of term of office or four years in office, whichever is less, unless Senate confirms appointed officer for succeeding term of office or succeeding four-year period. Refers proposed amendment to people for their approval or rejection at next regular general election.
