Creates the crime of unlawful transport, manufacture or transfer of a rapid fire activator. Punishes by a maximum of 10 years' imprisonment, $250,000 fine, or both. Creates the crime of unlawful possession of a rapid fire activator. Punishes by a maximum of 364 days' imprisonment, $6,250 fine, or both. Specifies exceptions for both crimes. Declares an emergency, effective on passage.

Directs the Department of Early Learning and Care to enter into an agreement with a nongovernmental organization to establish and administer a child care subsidy program. Establishes the Tri-Share Child Care Subsidy Fund for the pilot program. Sunsets on January 2, 2027. Takes effect on the 91st day following adjournment sine die.

Requires the Oregon Business Development Department to establish a program to provide loans to cities and tribes to develop infrastructure to support housing in climate-friendly areas. Requires rulemaking for the program no later than July 1, 2026. Establishes the Climate-Friendly Housing Infrastructure Revolving Fund. Continously appropriates moneys to the department to implement the program. Declares an emergency, effective July 1, 2025.

Establishes the Early Childhood Education Workforce Development Fund and appropriates moneys in the fund to the Higher Education Coordinating Commission to provide funding to community colleges and public universities in this state that offer [ early childhood education degrees and certificates ] on-the-job training for students enrolled in early care and education or related degree or certificate programs . Declares an emergency, effective July 1, 2025.

Provides that an individual otherwise eligible for unemployment insurance benefits is not disqualified for any week that the individual's unemployment is due to a labor dispute in active progress at the individual's place of employment. Declares an emergency, effective on passage.

Requires prescription drug manufacturers to report to the Department of Consumer and Business Services the total number of consumers to which the manufacturer offered a patient assistance program who participated in the program, notwithstanding any increase in the price of the prescription drug for which the manufacturer offered the program.

Urges the President of the United States, the Executive Director of the Maritime Administration of the United States Department of Transportation and the Congress of the United States to purchase the SS United States from Okaloosa County, Florida, using funds transferred from the United States Department of Defense, designate it as a [ National Historic Landmark ] national landmark , restore it to its full working condition and name it the official flagship of our nation.

Increases the penalty for operating an unmanned aircraft system over a critical infrastructure facility that is a correctional facility or youth correction facility. Makes the crime punishable by a maximum of five years' imprisonment, $125,000 fine, or both. Provides that, upon conviction, the court shall order that the unmanned aircraft system be forfeited. Takes effect on the 91st day following adjournment sine die.
