Directs Office of Emergency Management to establish and administer voluntary Oregon outdoor recreation search and rescue card program. ] Establishes Oregon Search and Rescue Fund. Continuously appropriates moneys in fund to office to reimburse county sheriffs for search and rescue activities and to administer and support county search and rescue grant program. ] Directs office to establish county search and rescue grant program to distribute moneys to counties for equipment, training and educational outreach. ] Permits Office of Emergency Management to enter into agreement with nonprofit organization representing sheriffs under which organization is authorized to administer program to produce and sell outdoor recreation search and rescue cards. Establishes requirements for agreement. Provides that organization may use revenues from program only to reimburse administrative costs and expenses, to reimburse county sheriffs' offices for certain costs relating to search and rescue and to issue grants for search and rescue purposes. Requires each public post-secondary institution of education to develop and use assessment system to determine student eligibility to enroll in lower-division collegiate coursework in English or mathematics. Sets forth requirements of assessment system. ] Prohibits public institution of higher education from requiring student to enroll in course designed to prepare student for enrollment in lower-division collegiate coursework in writing or math unless student was evaluated for placement through specified assessment systems. Requires each institution to report to Higher Education Coordinating Commission list of what measurements will be used in assessment system no later than December 31, 2020. Declares emergency, effective on passage.
Prohibits Oregon State Lottery from offering games playable via mobile phone, personal computer or other personal electronic device, except for live ] certain sports betting and certain ] multistate numbers drawing games.
Provides, for purposes of ad valorem property taxation, frozen assessed value for homestead of individual at least 68 years old, or person with disability, if homestead and individual would be eligible for homestead property tax deferral program but for fact that homestead is pledged as security for reverse mortgage. Provides that frozen assessed value equals assessed value of homestead for property tax year immediately preceding first property tax year to which valid claim relates. Provides for unfreezing of assessed value if new property or new improvements are added to tax account of homestead. ] Provides that, after occurrence of certain circumstances, assessed value shall be what it would have been if homestead had never been granted frozen assessed value ] homestead shall be assessed and taxed as other property similarly situated is assessed and taxed . Sunsets program after six years. Grandfathers homesteads granted frozen assessed value before sunset. Takes effect on 91st day following adjournment sine die.
Provides that student who legally entered United States under Compact of Free Association treaty between United States and Republic of Palau, Republic of the Marshall Islands or Federated States of Micronesia and who has not previously established residence in any state or territory of United States other than Oregon qualifies for exemption from nonresident tuition and fees at public universities and is eligible to receive state and university scholarships or other financial aid. Provides that student who is refugee or special immigrant visa holder and who has not previously established residence in any state or territory of United States other than Oregon qualifies for exemption from nonresident tuition and fees at public universities and is eligible to receive state and university scholarships or other financial aid. Directs Higher Education Coordinating Commission to provide mission differentiation funding if specified enrollment threshold is met. Declares emergency, effective on passage.
Exempts receipts from sales of agricultural, floricultural, horticultural, viticultural or food products from commercial activity subject to corporate activity tax. Applies to tax years beginning on or after January 1, 2020. Takes effect on 91st day following adjournment sine die.
Prohibits pharmacy benefit manager from including in contract with network pharmacy term barring price increase to customer to offset estimated amount of corporate activity tax paid by pharmacy and attributable to sale of prescription drug. Applies to contracts entered into on or after January 1, 2021. Takes effect on 91st day following adjournment sine die.
Prohibits abortion unless physician has first determined probable post-fertilization age of unborn child, except in case of medical emergency. Prohibits abortion of unborn child with probable post-fertilization age of 20 or more weeks, except in case of medical emergency. Requires physician who performs or induces, or attempts to perform or induce, abortion to file report, within 30 days, with Oregon Health Authority. Requires authority to publish annually statistics relating to abortion.
Requires health care practitioner to exercise proper degree of care to preserve health and life of child born alive after abortion or attempted abortion. Requires health care practitioner to ensure child born alive is transported to hospital. Creates crime for failure to exercise proper degree of care, punishable by maximum of five years' imprisonment, $125,000 fine, or both. Allows specified person to bring civil action for damages and equitable relief against health care practitioner for failure to exercise proper degree of care. Directs court to award attorney fees to prevailing party. Allows court to order identity or personally identifiable information of specified person protected from disclosure.
