Enacts interstate Nurse Licensure Compact. Permits Oregon State Board of Nursing to disclose specified information to Interstate Commission of Nurse Licensure Compact Administrators. Exempts individuals practicing nursing in this state under compact from restrictions on use of titles. Allows board to establish account to meet financial obligations imposed on State of Oregon as result of participation in compact. Continuously appropriates moneys from account to board for specified purpose. Enacts Interstate Medical Licensure Compact. Permits Oregon Medical Board to disclose specified information to Interstate Medical Licensure Compact Commission. Exempts individuals practicing medicine in this state under compact from restrictions on use of titles. Allows board to establish account to meet financial obligations imposed on State of Oregon as result of participation in compact. Continuously appropriates moneys from account to board for specified purpose. Declares emergency, effective on passage.

Establishes Rural System Development Charges Program within Housing and Community Services Department to pay system development charges for rural affordable multifamily housing. Establishes Rural System Development Charges Fund. Appropriates moneys from General Fund to department for purposes of program. Sunsets June 30, 2027. Removes requirement that amount of net proceeds from Oregon State Lottery allocated to County Fair Account not exceed $1.53 million annually. Requires Oregon Business Development Department to prepare and report master plan for county fairground capital construction. Specifies content and procedural requirements for report. Appropriates moneys to department out of General Fund for consultant services related to report. Declares emergency, effective July 1, 2021. .
Directs State Forestry Department to study capacity of Oregon's nursery industry to provide seedlings for reforestation following forest fires and report to appropriate committee or interim committee of Legislative Assembly on or before September 15, 2022. Sunsets January 2, 2023.
Removes eligibility limitation on adjusted gross income of individual providing rural medical care applicable to tax credit for rural medical care. Applies to tax years beginning on or after January 1, 2022. Extends sunset for credit. Takes effect on 91st day following adjournment sine die.

Repeals provisions requiring that before issuing site certificate for nuclear-fueled thermal power plant, Energy Facility Siting Council must find that repository for disposal of waste produced by plant is licensed to operate by federal government. Repeals provisions requiring that proposal by council to issue site certificate must be approved by voters.
Establishes Joint Committee on Respectful and Safe University Campuses. Directs joint committee to hold public hearings to study culture, policies, practices and procedures certain institutions utilize to prevent and respond to allegations of sexual and racial discrimination, harassment and misconduct. Authorizes joint committee to subpoena witnesses and documents. Permits joint committee to appoint one or more independent investigators to conduct audit of certain institutions and prepare, and submit to joint committee, report with findings and recommendations no later than December 31, 2021. Authorizes joint committee to request legislation for presession filing to be considered during 2022 regular session or 2023 regular session.
Requires Department of Consumer and Business Services to develop and implement program to make return-to-work incentive payments to employees. Declares emergency, effective on passage.
