Relating to debt buyers; declaring an emergency.

Prohibits person from engaging in business as debt buyer unless person first obtains certificate of registration from Department of Consumer and Business Services. Prescribes procedures for applying for certificate and basis on which Director of Department of Consumer and Business Services shall issue certificate. Requires debt buyer to send certain information to debtor who requests information in writing. Requires debt buyer that brings action to collect debt to be able to produce information. Provides that debt buyer or debt collector is not liable for unlawful collection practice if preponderance of evidence shows that unlawful collection practice was not intentional and resulted from bona fide error. Exempts debt buyer from definition of collection agency. Becomes operative January 1, 2018. Declares emergency, effective on passage.

Relating to local transient lodging tax revenue; prescribing an effective date.

Provides that certain small cities that imposed grandfathered local transient lodging tax may use net revenue from newly imposed or increased local transient lodging tax in same percentages and for same purposes as net revenue from grandfathered local transient lodging tax. Takes effect on 91st day following adjournment sine die.

Relating to zero-based budgeting.

Declares policy of state to use zero-based budgeting in developing biennial budget plan. Requires state agencies to include information justifying proposed expenditures in agency request budgets filed with Oregon Department of Administrative Services. Applies to biennia beginning on or after July 1, 2019.

Relating to noxious weeds; declaring an emergency.

Requires State Department of Agriculture to conduct four-year pilot program for replacing noxious weeds that supply pollen and nectar to pollinating insects with noninvasive forage plants offering similar benefit for pollinating insects. Requires department to report results of pilot program to interim committee of Legislative Assembly on or before September 15, 2022. Establishes Pollinator Forage Pilot Program Fund for purpose of carrying out pilot program. Provides for fund moneys not expended for pilot program to be transferred for use in issuing weed control grants to counties. Makes requirement for pilot program operative January 1, 2018. Declares emergency, effective July 1, 2017.

Relating to benefits offered to volunteer firefighters; declaring an emergency.

Directs Public Employees Retirement Board to study various approaches to providing retirement benefits to volunteer firefighters and report to committee or interim committee of Legislative Assembly no later than September 1, 2018. Sunsets January 2, 2019. Declares emergency, effective on passage.

Relating to public records.

Sunsets certain exemptions from disclosure for public records. Requires Legislative Assembly to review exemptions prior to sunset. Requires future exemptions to sunset within eight years of date of enactment.

Relating to moneys for Ballot Measure 98; declaring an emergency.

Clarifies that moneys available for Ballot Measure 98 (2016) are to be in addition to moneys available through State School Fund. Appropriates moneys for purposes of Ballot Measure 98 (2016). Declares emergency, effective July 1, 2017.
