Relating to electric bicycles; prescribing an effective date.

Directs the Environmental Quality Commission to establish by rule a program for providing rebate vouchers to qualifying individuals who purchase electric assisted bicycles. Establishes the Electric Bicycle Incentive Fund. Takes effect on the 91st day following adjournment sine die.

Relating to workers' compensation.

Allows a worker to receive permanent disability payments and complete the appeal of a notice of closure while engaged in training. Allows the redetermination of a worker's permanent total disability compensation after ceasing to engage in training. Allows a worker to postpone the selection of a training program and engagement in the program until after claim closure becomes final.

Relating to consideration of criminal convictions in school settings.

Requires the Teacher Standards and Practices Commission to study opportunities to modernize the background check process and criminal history standards that apply to people seeking employment in public schools. Directs the commission to submit findings to the interim committees of the Legislative Assembly related to education no later than September 15, 2026.

Relating to fostering coexistence with beavers; prescribing an effective date.

Establishes the Landowners Living with Beavers Grant Program Subaccount in the Oregon Conservation and Recreation Fund. Authorizes the State Department of Fish and Wildlife to award block grants from the subaccount under the Landowners Living with Beavers Grant Program, on recommendations from the Oregon Conservation and Recreation Advisory Committee. Directs the department and the committee to jointly report on the grant program to committees or interim committees of the Legislative Assembly related to the environment on or before September 15, 2027. Appropriates moneys from the General Fund to the department for deposit in the subaccount for purposes related to the grant program. Takes effect on the 91st day following adjournment sine die.
