Revises provisions relating to chemicals in children's products. Becomes operative January 1, 2022. Takes effect on 91st day following adjournment sine die.
Provides, for purposes of certain statutes relating to taking of predatory animals, that terms "predatory animal" and "rodent" do not include beavers. Instructs State Fish and Wildlife Commission to adopt rules related to taking of beavers. Instructs State Department of Fish and Wildlife to publish annual report related to taking of beavers and to make report available to public.
Removes general prohibition that precludes State Fish and Wildlife Commission from adopting rules to limit times, places or amounts of taking of predatory animals. Provides that control of predatory animals must be consistent with any rules adopted by commission to manage or regulate take of predatory animals.
Requires state agencies to develop and implement policies to ensure humane treatment of homeless individuals. Provides ] Creates separate standards for storage facilities used for ] of unclaimed personal property given to law enforcement officials ] in Multnomah County when homeless individuals are removed from established camping site. Declares emergency, effective on passage.
Establishes universal representation program in Oregon Department of Administrative Services. Directs department to contract with nonprofit organization to serve as fiscal agent to award grants to organizations providing services related to universal representation of persons in immigration matters. ] Appropriates moneys to department to implement program. ] Provides for nonprofit organization that addresses and executes worker relief to serve as fiscal agent to award grants to organizations to provide services related to immigration matters through universal representation program. Requires fiscal agent to report annually to appropriate committee or interim committee of Legislative Assembly, Oregon Department of Administrative Services and Legislative Fiscal Office. Directs Chief Justice of Supreme Court to transfer funds to Oregon State Bar for use by Legal Services Program to provide legal services to individuals on immigration matters and related matters. Establishes Universal Representation Fund in State Treasury. Appropriates moneys to department for purposes of deposit in fund. Appropriates moneys to Judicial Department for purposes of transfer to Oregon State Bar. Declares emergency, effective on passage.
Provides that employee of marijuana retailer may be subject to collection for marijuana retail tax not remitted to Department of Revenue, only if employee was authorized to pay or direct payment of tax, and employee was, or should have been, aware that taxes collected by marijuana retailer were not remitted to department. Applies to tax remittances first owed department on or after January 1, 2022. Takes effect on 91st day following adjournment sine die.
Requires certain mass transit and transportation districts to be registered apprenticeship training agents as condition of receiving distributions from Statewide Transportation Improvement Fund.
Directs Legislative Policy and Research Office to study issues related to funding construction of wildlife corridor road crossings and report to appropriate committee or interim committee of Legislative Assembly on or before September 15, 2022. Specifies necessary contents of report. Sunsets January 2, 2023.
Provides that Attorney General and ] court must presume that resolution agreement that ends dispute over alleged infringement of patent or violation of other protection for protected drug has anticompetitive effects if alleged infringer receives item of value as part of or in connection with resolution agreement or if alleged infringer agrees to limit or stop researching, developing, manufacturing, marketing or selling competing drug. Specifies basis on which party to resolution agreement may overcome presumption. Provides that Attorney General may bring action to recover civil penalty for violations of Act in amount that is equivalent to three times value of item of value that alleged infringer received or $10 million per violation , whichever is greater. Requires each community college and public university to pay part-time faculty member teaching course offered for academic credit at least 75 percent of salary that would be paid to full-time faculty member with identical levels of education and experience during 2022-2023 academic year and at least 85 percent of salary that would be paid to full-time faculty member with identical levels of education and experience every academic year thereafter. Requires each community college and public university to report annually to Higher Education Coordinating Commission on compliance with part-time faculty salary requirement. Requires commission to report annually to Legislative Assembly on compliance with part-time faculty salary requirement by each community college and public university.
