Makes unlawful practice for employer or employment agency to advertise job, promotion or transfer opportunity without disclosing pay range and employment benefits in job posting. Requires employers to maintain certain employment records for each employee. Makes violation unlawful practice. Permits Commissioner of Bureau of Labor and Industries to assess civil penalty against employer or employment agency for violation. Makes employment agencies subject to prohibition against inquiries regarding salary history and past criminal convictions. Becomes operative on January 2, 2024. Takes effect on 91st day following adjournment sine die.
Appropriates moneys from General Fund to Department of Transportation for distribution to Port of Hood River for construction of Hood River-White Salmon Interstate Bridge. Declares emergency, effective July 1, 2023.
Creates Commission for Indigenous Communities. Prescribes duties of commission. Directs Oregon Advocacy Commissions Office to provide administrative oversight to commission. Allows Governor to assign member of Racial Justice Council as liaison with commission. Allows commission to provide nominee for appointment to Environmental Justice Council. Requires Department of Education to consult with commission in development of certain academic content. Takes effect on 91st day following adjournment sine die.
Establishes state policy regarding natural climate solutions. Establishes Natural and Working Lands Fund and provides for transfer of moneys from fund to certain state agencies. Prescribes uses of moneys from fund and requires Oregon Global Warming Commission to report to legislature on uses of moneys from fund. Directs State Department of Energy and commission to prepare inventory, baseline, activity-based metrics and community impact metrics for net carbon sequestration and storage in natural and working lands and establish carbon sequestration and storage goals. Directs State Department of Energy, in coordination with commission, to study workforce training programs needed to support adoption of natural climate solutions and provide results to committees of Legislative Assembly related to environment no later than September 15, 2024. Authorizes commission to appoint natural and working lands advisory committee. Takes effect on 91st day following adjournment sine die.
Disallows, for purposes of personal income taxation, mortgage interest deduction for residence other than taxpayer's principal residence, unless taxpayer sells residence or actively markets residence for sale. Phases out allowable deduction for interest for principal residence based upon income. Disallows deduction for principal residence above threshold income amount. Establishes Oregon Housing Opportunity Account. Transfers amount equal to estimated increase in revenue attributable to restrictions on deduction of mortgage interest to account. Applies to tax years beginning on or after January 1, 2024. Takes effect on 91st day following adjournment sine die.
Allows persons convicted of felony to register to vote, update voter registration and vote in elections while incarcerated. Provides that person does not forfeit and may not be deprived of right to vote while incarcerated. Specifies that person's residence is where person resided prior to incarceration. Becomes operative June 1, 2026.
Requires schools to have at least one panic alarm in each school building. ] Requires schools to have wireless panic alert device in each classroom of each school building. Provides exceptions. Appropriates moneys from General Fund to Department of Education for purpose of assisting school districts to purchase and install wireless panic alert devices and systems. Declares emergency, effective July 1, 2023.
Creates refundable child tax credit based upon percentage of federal child tax care credit, as applicable to tax years beginning on or after January 1, 2021, and before January 1, 2022. Applies to tax years beginning on or after January 1, 2024, and before January 1, 2030. Directs Department of Revenue, in collaboration with Department of Human Services, to make installment payments to personal income taxpayers of estimated amount of majority of child care credit. Applies to tax years beginning on or after next January 1 following receipt of federal approval necessary to exclude installment payments from benefit eligibility determinations, and before January 1, 2030. Takes effect on 91st day following adjournment sine die.
Directs state agencies to distribute moneys to local entities for specified bridge projects. Authorizes general obligation bonding for bridge projects. ] Expresses commitment of Legislative Assembly to support specified bridge projects through investments of specified amounts.
