Extends low income rental housing property tax exemption to housing units owned by limited equity cooperative corporations. Takes effect on 91st day following adjournment sine die.
Establishes limits on campaign contributions that may be accepted by candidates and political committees. Requires political committee to identify as caucus, measure, multicandidate, political party, recall or small donor political committee. Prohibits person from controlling more than one of each committee. Authorizes Secretary of State and Attorney General to require return of contribution excess of limits and impose civil penalty up to 100 percent of total amount of contribution. Repeals Ballot Measure 47 (2006), currently held in abeyance, which establishes limits on political campaign contributions and independent expenditures on candidate races and establishes certain campaign finance disclosure requirements. Establishes Small Donor Elections Program to enable candidates for office of state Representative and state Senator to receive 6-to-1 match on small dollar donations. Limits matching funds. Allows resident taxpayers to designate contribution to Small Donor Elections Fund on income tax return form. Directs most election law penalties to Small Donor Elections Fund. Becomes operative on November 4, 2026. Refers Act to people for their approval or rejection at next regular general election. .
Prohibits tolling on state highways until January 2, 2026. Provides exception for Interstate 5 bridges that cross Columbia River. Establishes Task Force on Tolling. Sunsets task force on December 31, 2027. Declares emergency, effective on passage.

Creates tax credit for contributions to publisher of local journalistic publication. ] Applies to tax years beginning on or after January 1, 2024, and before January 1, 2028. ] Directs Oregon Department of Administrative Services to issue one-time ] grants for purposes related to supporting Oregonians' local news and information needs ] to specified recipients . Directs recipients to convene work group to carry out specified duties related to local journalism. Sunsets January 2, 2026.
Directs Department of Early Learning and Care to establish and implement child care provider incentive program. Establishes Child Care Provider Incentive Fund. Takes effect on 91st day following adjournment sine die.
Establishes certain requirements concerning aquaculture. Establishes Aquatic Animals Fund, separate and distinct from General Fund. Appropriates moneys in Aquatic Animals Fund to State Department of Agriculture for certain purposes related to aquaculture and aquatic animals. Provides that violation of requirements may be subject to civil penalties. Punishes first violation by maximum of six months' imprisonment, $2,500 fine, or both. Punishes second or subsequent violation by maximum of 364 days' imprisonment, $6,500 fine, or both.
Allows local governments to adopt maximum applicant screening charges. Exempts third party screening reports that are available to multiple landlords.
Directs Oregon Health Authority to study small community water systems. Requires authority to submit findings to interim committees of Legislative Assembly related to water not later than December 31, 2024. ] Appropriates moneys from General Fund to Oregon Department of Administrative Services for distribution to Oregon Association of Water Utilities to establish water utility training center. ] Directs Oregon Department of Administrative Services to enter into contract with Oregon Association of Water Utilities to perform, or enter into contract with third party to perform, study of needs and vulnerabilities of small and very small community water systems, design and construct water utility training center and hire three staff to provide related support and resources. Requires association to submit report to Legislative Assembly no later than December 31, 2024. Appropriates moneys from General Fund to department to carry out contract.
