Proposing amendment to Oregon Constitution relating to the impeachment of statewide elected Executive Branch officials.

Proposes amendment to Oregon Constitution to vest power of impeachment of statewide elected Executive Branch officials in House of Representatives and power to try impeachments in Senate. Requires three-fifths ] two-thirds majority vote of House of Representatives to deliver impeachment resolution to Senate and two-thirds majority vote of Senate for conviction. Limits judgment to removal from office and disqualification from holding other public office in this state. Refers proposed amendment to people for approval or rejection at next regular general election held throughout this state.

Relating to child care navigators; declaring an emergency.

Directs Department of Early Learning and Care to enter into contracts with entities to provide services as navigator of employment related day care. Prescribes requirements of entities to enter into contract. ] Directs Department of Early Learning and Care, in consultation with Department of Human Services, to convene work group to study optimal use of child care navigators to support access to and enrollment in child care and early learning programs. Requires Department of Early Learning and Care to submit two reports to interim committees of Legislative Assembly related to early childhood no later than November 30, 2023, and July 30, 2024. Sunsets January 2, 2025. Declares emergency, effective on passage.

Relating to removing financial barriers inhibiting persons with disabilities from serving in the Legislative Assembly; declaring an emergency.

Directs Legislative Administrator to pay costs of reasonable accommodation of member of Legislative Assembly who is afforded rights and protections as person with disabilities under specified federal and state law. Directs Legislative Administration Committee to adopt interactive process to determine reasonable accommodations entitled to payment. Appropriates moneys to Legislative Administration Committee to fund payments. Declares emergency, effective July 1, 2023.

Relating to tax increment financing outside urban renewal areas; prescribing an effective date.

Authorizes cities and counties to adopt program for awarding grants to developers of affordable housing and moderate income housing projects to finance certain costs associated with such housing projects. Directs ___ ] Oregon Business Development Department to develop affordable housing ] revolving loan program under which ] to make interest-free loans to participating cities and counties may award ] to fund grants to housing developers for certain eligible costs and repay loans from tax increment financing revenues derived from increase in value of housing project property ] awarded under local option housing project grant program . Exempts housing project property to which grant award relates from ad valorem property taxes. Imposes annual fee on developer of housing project in amount equal to incremental increase in property taxes, determined by subtracting taxes assessed before housing project is completed from estimated taxes to be assessed after project is completed. Increases fee by three percent for each subsequent property tax year. Provides for distribution of annual fee moneys first to fire districts in estimated amount of taxes on exempted housing project property and then to department in repayment of loan that funded grant awarded to developer for related housing project. Takes effect on 91st day following adjournment sine die.

Relating to the provision of energy during a period of emergency.

Requires power purchase agreements to permit qualifying facilities to provide energy or energy and capacity to third parties during periods of emergency. Requires qualifying facility to prioritize provision of energy to energy-dependent critical or essential public service providers during period of emergency if qualifying facility provides energy to third parties during period of emergency. Defines "period of emergency."
