Relating to the Secretary of State's business registry functions.

Requires the Secretary of State to study methods for reducing the paperwork filing burden on businesses in this state. Directs the Secretary of State to submit findings to the interim committees of the Legislative Assembly related to business not later than September 15, 2026. Sunsets on January 2, 2027.

Relating to employment preference for veterans.

Provides that, when an interview is an element of the process of selecting a candidate for a civil service position from an eligibility list, the public employer must interview each veteran applicant who meets the qualifications for the position and shows transferable skills if the duties of the position are performed by only one person within the public employer's organization. Requires a public employer to provide written notice to a veteran who is eliminated from consideration for a vacant civil service position. Provides the right to a jury trial and permits awards of noneconomic damages in civil suits for a violation of veterans' employment preference statutes. Modifies the period for notice of a tort claim against a public body for violation of veterans' employment preference statutes. Directs the Department of Veterans' Affairs to establish a program for investigation and nonbinding arbitration of alleged violations of veterans' employment preference statutes. Requires public employers to conduct an annual training related to veterans' employment preferences. Provides that conducting an approved annual training is an affirmative defense to a claim for violation of veterans' employment preference statutes.

Relating to interest on unpaid property taxes; prescribing an effective date.

Lowers the interest rate imposed on unpaid property taxes to one-half of one percent per month. Takes effect on the 91st day following adjournment sine die.

Relating to gravity separation mines.

Relating to energy; prescribing an effective date.

Creates an income tax credit for energy production in Oregon. Applies to tax years beginning on or after January 1, 2024. Establishes the Task Force on Free-Market Energy Production. Directs the task force to review existing laws related to energy production in Oregon to determine how to ensure all forms of energy production are regulated equally, based on scientific analysis of risks and rewards posed by each form of energy production. Sunsets the task force on January 2, 2027. Takes effect on the 91st day following adjournment sine die.

Relating to duties of the Oregon Government Ethics Commission.

Dissolves the Oregon Government Ethics Commission as of July 2, 2027. Requires the Chief Justice of the Supreme Court, Governor, Secretary of State, State Treasurer, Commissioner of the Bureau of Labor and Industries and Attorney General to conduct studies and report to the Legislative Assembly on how each entity would supervise identified public officials and ensure that those public officials comply with all legal requirements currently overseen by the Oregon Government Ethics Commission. Requires the Oregon Government Ethics Commission to develop a plan and report to the Legislative Assembly on the most efficient manner of making each local government and local service district responsible for ensuring that public officials affiliated with the local government or local service district comply with all legal requirements currently overseen by the Oregon Government Ethics Commission.

Relating to the Columbia River.

Instructs the Water Resources Commission to allow the appropriation of water from the mainstem of the Columbia River for use in eastern Oregon. Requires state agencies to convey easements to facilitate the appropriation of water from the mainstem of the Columbia River.
