Relating to underrepresented students at public post-secondary institutions of education; declaring an emergency.

Establishes Task Force on Student Success for Underrepresented Students in Higher Education. Directs task force to develop student success policy proposals focusing on increasing likelihood of student success in higher education for students from populations that are underrepresented in higher education enrollment. Sunsets task force on December 31, 2021. Declares emergency, effective on passage.

Relating to oral health in schools; declaring an emergency.

Directs school districts to provide age-appropriate instruction in oral health as part of health education curriculum. Directs Oregon Health Authority to establish and maintain Community Dental Health Coordinator Pilot Program to support school-based oral health programs. Establishes Community Dental Health Coordinator Pilot Program Fund. Requires authority to seek funding for pilot program. Becomes operative on January 1, 2022, if fund balance is at least $200,000 on January 1, 2022. Requires Oregon Health Authority to accept claims for reimbursement of costs related to care coordination surrounding school-based oral health services. Sunsets program and fund on June 30, 2025. Declares emergency, effective on passage.

Relating to arbitration awards; declaring an emergency.

Restricts arbitration award from ordering disciplinary action that differs from disciplinary action imposed by law enforcement agency if arbitrator makes finding that misconduct occurred consistent with agency's finding of misconduct, and disciplinary action imposed by agency is consistent with provisions of discipline guide or discipline matrix adopted by agency as result of collective bargaining and incorporated into agency's disciplinary policies. Specifies that for purposes of collective bargaining involving sworn employees ] law enforcement officers of law enforcement agency, "employment relations" includes development of discipline guide or discipline matrix. Declares emergency, effective on passage.

Relating to family medical leave benefits; prescribing an effective date; and providing for revenue raising that requires approval by a three-fifths majority.

Creates family and medical leave insurance program to provide partially or fully compensated time away from work to covered individual who meets certain criteria while covered individual is on family leave, medical leave or safe leave. Requires employer and employee contributions to fund program. Establishes requirements for employers related to required contributions. Creates exemption from employer contribution requirements for employers that employ fewer than 25 employees. Provides grant program for certain employers to defray costs. Allows Director of Employment Department to assess civil penalties in specified circumstances. Authorizes director to bring civil action against employer for failure to file required reports and pay contributions due. Provides that employers shall be personally liable for contribution amounts due. Makes employer's violation of provisions of Act punishable by specified imprisonment, fine or both. Allows self-employed individuals and tribal government employers to elect family and medical leave insurance coverage. Directs director to determine contribution amounts and weekly benefit amounts for self-employed individuals and tribal government employers that elect coverage. Protects eligible employee's position of employment with employer while employee is on leave if employee has been employed with employer for 90 days before commencing leave. Prohibits employer from retaliating against employee who inquires about rights or responsibilities under family and medical leave insurance program and from interfering with employee rights under program. Establishes right for civil action for certain employer violations. Establishes Paid Family and Medical Leave Insurance Fund as trust fund and continuously appropriates moneys in fund to Employment Department for purposes of Act. Appropriates moneys to department to cover start-up costs related to program. Permits director to contract with third party to serve as administrator of program. Provides that employer may apply to director for approval of employer-offered benefit plan that provides family and medical leave insurance benefits that are equivalent to or better than leave and benefit amounts available under family and medical leave insurance program established by department. Establishes requirements for employers. Requires director to establish by rule application process for employers and method for resolving disputes between employers and employees concerning coverage and benefits provided under approved plan. Provides that employers may apply to director for approval of plan. Requires director to establish process for review of final decisions regarding benefit claims, benefit amounts, receipt of benefits and repayment of benefits. Provides that provisions of Act do not require reopening or renegotiation of collective bargaining agreement entered into before effective date of Act. Requires director to submit progress reports to interim committee of Legislative Assembly. Requires director to submit periodic report concerning administration of family and medical leave insurance program, including recommendations made by advisory committee. Provides specified delayed operative dates. Takes effect on 91st day following adjournment sine die.

Relating to statewide health care coverage; and declaring an emergency.

Establishes Task Force on Universal Health Care Commission ] charged with recommending to Legislative Assembly design of Health Care for All Oregon Plan, administered by Health Care for All Oregon Board to provide publicly funded, equitable, affordable, comprehensive and high quality health care to all Oregon residents. Specifies membership and duties of commission ] task force . Requires recommendations to be guided by specified values and principles. Prescribes requirements for plan design and items that commission ] task force must consider. Requires commission to first meet by November 1, 2019, and provide first report to interim committees of Legislative Assembly related to health by March 15, 2020. Requires commission ] members of task force to be appointed by May 31, 2020, and task force to submit to 2021 regular session of Legislative Assembly final recommendations by February 1, 2021, or report on work that remains to be completed ] for design of Health Care for All Oregon Plan and Health Care for All Oregon Board . Requires Oregon Health Authority to develop plan for Medicaid Buy-In program. Specifies elements that must be included in plan, to extent feasible. Requires authority to provide report to Legislative Assembly, no later than May 1, 2020, containing discussion of potential eligibility requirements for Medicaid Buy-In program or public option, options for targeting specified groups, recommendations for legislative changes necessary to implement plan and any federal approval that would be required to implement plan. Declares emergency, effective on passage.

Relating to the Oregon Promise program.

Requires that for person who completes prior educational requirements to participate in Oregon Promise program while confined in correctional facility, six-month period to enroll in courses to participate in program begins after person is first released from correctional facility. Authorizes Higher Education Coordinating Commission to waive requirement that person enrolled in program must enroll in sufficient number of credit hours to be considered at least half-time student, under specified circumstances.

Relating to the taxation of property used in a home share program; and prescribing an effective date.

Authorizes city or county to adopt property tax exemption for portion ] in amount not to exceed $300,000 of assessed value of principal place of residence used by homeowner to rent space in residence through public or nonprofit home share program to individuals seeking such space. Provides that exemption shall be granted as 100 percent exemption for five consecutive years unless city or county adopts other terms. ] Provides that city or county ] adopting jurisdiction must require means testing of home share seekers. Requires ] home share rental agreement to offer space at rent affordable to home share seekers with income at or below level determined by city or county ] 60 percent of area median income, must prohibit exemption for home share agreements among family members and must specify period for which exemption may be granted . Provides that exemption applies only to tax levy of city or county enacting exemption law and other taxing districts agreeing to grant exemption, ] ordinance or resolution granting exemption may not take effect unless rates of taxation of adopting jurisdiction and taxing districts that agree to grant exemption equal 51 percent or more of total combined rate of taxation. Requires exemption to be granted to all residences on same terms in effect on date application is submitted. ] Prohibits property receiving any other property tax benefit, other than homestead property tax deferral, from being granted home share exemption. Allows city or county ] adopting jurisdiction to amend or terminate ] exemption, subject to approval process of taxing districts described above, or repeal exemption, but provides that residences granted exemption continue to receive exemption under terms in effect at time exemption was first granted. Sets cap of 500 homes that may be granted exemption statewide in any property tax year. Sunsets authority of city or county to adopt exemption or deferral on June 30 ] that becomes effective after January 31 , 2027. Repeals exemption program on January 2, 2029. Provides that residences granted exemption before repeal date continue to receive exemption under terms in effect at time granted ] if term extends past repeal date . Takes effect on 91st day following adjournment sine die.

Relating to home visiting; and prescribing an effective date.

Directs Oregon Health Authority to design, implement and maintain voluntary statewide program to provide nurse home visiting services to families with infants up to six months of age. Specifies desired outcomes and services. Requires authority to adopt rules specifying criteria for coverage of newborn nurse home visiting service coverage by health benefit plans. Requires health benefit plans to cover nurse home visiting services to enrollees with newborns without cost-sharing. Takes effect on 91st day following adjournment sine die.

Relating to checkout bags.

Prohibits retail establishments from providing single-use checkout bags to customers, except in certain cases. Prohibits restaurants from providing single-use checkout bags to customers. Requires retail establishments to charge not less than five cents each for recycled paper checkout bags, reusable fabric checkout bags or reusable plastic checkout bags provided to customers, except in certain circumstances. Requires restaurants to charge not less than five cents each for reusable plastic checkout bags provided to customers, except in certain cases. Establishes certain preemptive restrictions on local governments. Requires Department of Environmental Quality to report on certain impacts. Punishes violations by maximum fine of $250 per violation. Repeals statute requiring retail establishments that offer plastic bags to customers to also offer paper bags.
