Creates Oregon corporate excise and income tax subtractions for amounts received in resolution of a civil action arising from wildfire. Creates Oregon corporate excise and income tax subtractions for wildfire-related legal fees paid by plaintiffs. Allows a taxpayer to amend a return to claim a refund for earliest tax year in which subtraction is allowed. Applies to declarations and executive orders issued on or after January 1, 2018, and before January 1, 2026, and to amounts received, losses incurred and legal fees paid in tax years beginning on or after January 1, 2018. Takes effect on the 91st day following adjournment sine die.

[ Directs the Oregon Health Authority, for contracts entered into between the authority and a coordinated care organization, to establish terms and conditions designed to achieve transformational changes to maternal and infant health. ] Requires the Oregon Health Authority and coordinated care organizations to develop and implement a whole-person maternal health model for medical assistance recipients. Requires coordinated care organizations to partner with Early Learning Hubs and federally qualified health centers in adopting community health improvement plans. [ Directs the authority to require coordinated care organizations to spend a portion of any bonus payment on value-based payments to maternal health or early childhood providers. ] Directs the metrics and scoring subcommittee of the Health Plan Quality Metrics Committee to [ develop health equity milestones for pregnancy and early childhood ] consider the need to prioritize equity-focused health outcome and quality measures relating to pregnancy and early childhood . [ Extends the term of a contract entered into between the authority and a coordinated care organization to 10 years and directs the authority to review a coordinated care organization's performance after the initial five years. ] Takes effect on the 91st day following adjournment sine die.

Requests the Bureau of Land Management and the United States Forest Service to relinquish control of as much land in this state as possible to the State of Oregon.

Proposes an amendment to the Oregon Constitution to remove the provision that disqualifies a member of the Legislative Assembly from holding office for the term following the election after the member's current term is completed if the member fails to attend 10 or more legislative floor sessions without permission or excuse. ] Directs the Oregon Health Authority [ in collaboration with ] and the Department of Veterans' Affairs to [ establish a process through which a certain individual may consume ibogaine for a specified purpose ] study the consumption of ibogaine by certain individuals for the purpose of treating specified disorders . Defines "ibogaine." Requires the authority and the department to submit a report to the interim committees of the Legislative Assembly related to health care [ and veterans ] not later than September 15, 2029. [ Exempts ibogaine, when obtained and consumed through the established process, from the definition of "controlled substance." ] Sunsets on January 2, 2030.
