Redirects employee contributions made by member of system from individual account program to account to be used to pay for member's pension or other retirement benefits accrued on or after January 1, 2018. For years beginning in 2018, caps at $100,000 annual salary used to calculate final average salary for purposes of Public Employees Retirement System. Directs Public Employees Retirement Board to recalculate employer contribution rates to reflect savings attributable to Act. Provides for expedited review of Act by Supreme Court upon petition by adversely affected party.

Enacts Interstate Compact for Agreement Among the States to Elect the President by National Popular Vote.

Directs Task Force on the Testing of Sexual Assault Forensic Evidence Kits to submit updated report to interim committee of Legislative Assembly related to judiciary no later than December 1, 2020. Provides that members of task force serve as volunteers. Extends task force sunset to June 30, 2021.

Modifies registration requirements for unmanned aircraft systems used by public educational institutions.

Changes water management and conservation plan approval condition for extension of time to construct works or perfect right for municipal use of water. Declares emergency, effective on passage.

Specifies that new or increased fees adopted by state agency do not become effective unless approved by Legislative Assembly by law. Declares emergency, effective July 1, 2017.

Changes calculation of final average salary for purposes of Public Employees Retirement System to use five years of salary instead of three years, for salary paid on and after January 1, 2018. Directs Public Employees Retirement Board to recalculate employer contribution rates to reflect savings attributable to Act. Removes notification and certain examination requirements that apply to children who are taught by private teacher, parent or legal guardian. Declares emergency, effective July 1, 2017.

Authorizes governing bodies of cities and counties to jointly form district for purposes of acquisition, design, construction, reconstruction, installation, operation, maintenance and repair of limited-access public highway projects within district boundaries. Specifies powers of district. Provides civil penalty and collection mechanism for failure to pay toll established by limited-access public highway project district on tollway project. Requires county that receives application for limited-access public highway project submitted by limited-access public highway district to review and approve application subject only to standards for construction of highways as prescribed by Department of Transportation. Prohibits county from denying application based on finding that project is inconsistent with local intergovernmental agreement or law limiting use or development of land designated rural reserve.

Prohibits abortion unless physician has first determined probable post-fertilization age of unborn child, except in case of medical emergency. Prohibits abortion of unborn child with probable post-fertilization age of 20 or more weeks, except in case of medical emergency. Requires physician who performs or attempts abortion to file report with Oregon Health Authority. Requires authority to publish statistics relating to abortion.
