Proposes amendment to Oregon Constitution to vest power of impeachment of statewide elected Executive Branch officials in House of Representatives and power to try impeachments in Senate. Requires three-fifths majority vote of House of Representatives to deliver impeachment resolution to Senate and two-thirds majority vote of Senate for conviction. Limits judgment to removal from office and disqualification from holding other public office. Refers proposed amendment to people for approval or rejection at next regular general election held throughout this state.
Requires Oregon Government Ethics Commission to issue commission advisory opinion in response to written request relating to events that have already occurred.
Changes date of certain elections from third Tuesday in May to first Tuesday in March. Takes effect on 91st day following adjournment sine die.

Requires public universities, in consultation with Department of Revenue, to develop comprehensive proposal to make public universities as financially independent from state as possible and to reduce hardship imposed on Oregon residents by student loan debt. Requires public universities to file report containing comprehensive proposal with Legislative Assembly by September 1, 2020. Takes effect on 91st day following adjournment sine die.
Provides that with respect to newborn screening, Oregon Health Authority shall specify that person providing newborn screening may conduct tests for conditions listed on most recent edition of Recommended Uniform Screening Panel by United States Department of Health and Human Services. Specifies that person providing newborn screening shall test for certain condition through implementation of laboratory developed test approved by federal Food and Drug Administration, under certain circumstances. Establishes Review Committee on Newborn Screening for purposes of studying, evaluating and making proposals related to newborn screening. Sunsets committee on December 31, 2020. Takes effect on 91st day following adjournment sine die.
