Relating to damages for civil causes of action that take into account race or ethnicity of plaintiff.

Prohibits fact finder from determining plaintiff's damages for civil cause of action using calculation for projected future earning potential of plaintiff that takes into account race or ethnicity of plaintiff. ] Makes calculation of projected future earning potential of plaintiff that takes into account race or ethnicity of plaintiff inadmissible in civil action. Directs court to instruct jury in civil action involving claim for projected future earnings that jury may not consider race or ethnicity of plaintiff.

Relating to civil forfeiture proceeds; and declaring an emergency.

Distributes civil forfeiture proceeds to scholarship program for family members ] children of deceased or disabled public safety officers. Modifies criteria for scholarship program. Applies to applications for scholarships submitted on or after July 1, 2018. Declares emergency, effective on passage.

Relating to tax benefits for certain industrial property; prescribing an effective date.

Provides that "eligible location," for purposes of certain property tax benefits, includes location not formerly used for industrial purposes. Provides that "eligible property" may be property appraised either by county or by Department of Revenue. Provides that "eligible property" includes property constructed or installed at brownfield that is being cleaned up and cost of initial investment may include remaining cleanup costs. Clarifies definition of "rural area." Takes effect on 91st day following adjournment sine die.

Relating to abortion.

Prohibits abortion unless physician has first determined probable post-fertilization age of unborn child, except in case of medical emergency. Prohibits abortion of unborn child with probable post-fertilization age of 20 or more weeks, except in case of medical emergency. Requires physician who performs or induces, or attempts to perform or induce, abortion to file report, within 30 days, with Oregon Health Authority. Requires authority to publish annually statistics relating to abortion.
