Relating to infertility; declaring an emergency.

Requires health insurance coverage of specified fertility services and treatments with exemption for certain insurers. Requires Oregon Health Authority to contract with health insurance carrier or third party administrator to provide infertility coverage to enrollees in exempt plans. Imposes fee on exempt plans to pay for cost of coverage. Directs Oregon Health Authority and Department of Consumer and Business Services to study access to fertility and reproductive endocrinology services and report findings to interim committees of Legislative Assembly related to health. Declares emergency, effective on passage.

Relating to health services provided in the medical assistance program.

Imposes new requirements on the determination of health services to be provided in state medical assistance program. ] Requires Oregon Health Authority to study policies and practices governing provision of and payments for health services in state medical assistance program. Specifies areas to be assessed. Requires report to interim committees of Legislative Assembly related to health by September 15, 2024. Sunsets January 2, 2025.

Relating to dental laboratories; prescribing an effective date.

Requires dental laboratory to register with Health Licensing Office. Defines "dental laboratory." Requires dental laboratory to provide material content disclosure to dentist who prescribes work order for dental prosthetic appliance or other artificial material or device. Defines "material content disclosure." Allows office to impose discipline for certain violations. Directs office to provide administrative and regulatory oversight to dental laboratory program. Takes effect on 91st day following adjournment sine die.

Relating to standing orders for short-acting opioid antagonists; prescribing an effective date.

Allows Oregon Health Authority to issue standing order to prescribe short-acting opioid antagonist and necessary medical supplies to administer short-acting opioid antagonist. Defines "short-acting opioid antagonist." Directs pharmacist to dispense, upon request, short-acting opioid antagonist and necessary medical supplies to certain individuals or entities. Allows individual or entity to possess, store, deliver, distribute and administer short-acting opioid antagonist and necessary medical supplies. Provides civil immunity from liability. Takes effect on 91st day following adjournment sine die.

Relating to opportunities for local public health professionals; prescribing an effective date.

Requires Oregon Health Authority to provide incentives to increase recruitment and retention of local public health professionals. Directs authority to provide grants to local public health agencies that provide interns and fellows with training in, and clinical supervision of, nursing duties performed in local public health agencies. ] Directs authority to provide grants to employees of local public health agencies to provide preceptorships to students seeking nursing degrees, internships to students seeking a master's degree in public health and other educational opportunities to college students seeking training in public health. Requires authority to study administration and effectiveness of incentives and grants and submit two reports to Legislative Assembly. Appropriates moneys to authority for purposes of funding incentives and grants. Takes effect on 91st day following adjournment sine die.

Relating to age-based employment discrimination.

Clarifies meaning of "because of age" in employment discrimination law. Designates as unlawful employment practice for employer to seek age of applicant prior to completing initial interview or making conditional offer of employment and to include certain words or phrases in job application that suggest age preferences. Permits employer to seek age of applicant under certain circumstances. Removes provision that includes apprentices within scope of unlawful employment discrimination statute.

Directs Oregon Health Authority to modify amounts of grants for school-based health centers for inflation. Directs authority to select 10 school districts or education service districts to receive school-based health center planning grants. Directs authority to study methods for providing or increasing reimbursement for mental health services delivered through school-based health centers. Directs Department of Education to select 10 school districts or education service districts ] recipients to receive grants to implement programs that use community-driven, trauma-informed and community school approaches to develop wraparound service delivery hubs to improve educational outcomes . Directs department to select 10 school districts or education service districts to receive grants to develop wraparound service delivery hubs in schools. ] Authorizes issuance of lottery bonds for school-based health center purposes. Relating to child welfare.

Directs Department of Human Services to ensure provision of specified services to individuals receiving child welfare services who are deaf or hard of hearing.
