Provides that an individual otherwise eligible for unemployment insurance benefits is not disqualified for any week that the individual's unemployment is due to a labor dispute in active progress at the individual's place of employment. Provides that individuals unemployed due to a strike are disqualified for benefits for one week before eligibility begins, with the usual unpaid waiting week, subject to a [ possible ] limit based on the tax schedule in effect at the time. Provides for the collection of benefits overpaid during a strike due to the later receipt of back pay. Requires a school district to deduct from an employee's future wages benefits charged for weeks during a labor dispute.

Requires the Department of Consumer and Business Services to study health insurance plans. Directs the department to submit findings to the interim committees of the Legislative Assembly related to health care not later than September 15, 2026.

Requires the Oregon Health Authority to study behavioral health. Directs the authority to submit findings to the interim committees of the Legislative Assembly related to health not later than September 15, 2026. Sunsets on January 2, 2027.

Requires the Oregon Health Authority and coordinated care organizations to increase reimbursement rates for inpatient psychiatric services provided by hospitals to medical assistance recipients. Directs the authority, in partnership with acute care facilities, coordinated care organizations and community mental health programs, to develop care plans for civilly committed patients who are discharging from an acute care facility.
