Directs Office of Emergency Management to study and make recommendations regarding funding of search and rescue operations. Requires office to submit report on findings by January 1, 2021.

Provides that Water Resources Commission has certain amount of time to enforce general or special standards related to well construction activities. Establishes Task Force on Oregon Well Construction Enforcement Activities. Sunsets task force on December 31, 2020. Takes effect on 91st day following adjournment sine die.
Extends sunset for tax credit for crop donation. Increases percentage of wholesale price allowed as amount of credit. Applies to tax years beginning on or after January 1, 2019. Takes effect on 91st day following adjournment sine die.
Directs Oregon Business Development Department to issue loans or grants to City of Gold Beach to construct training facility for public safety personnel. Establishes Public Safety Training Facility Construction Fund. Continuously appropriates moneys in fund to department for facility. Appropriates moneys from General Fund to department for deposit in Public Safety Training Facility Construction Fund.
Authorizes issuance of $10 million in lottery bonds for deposit in Levee Project Subaccount to be used for any purpose for which funds in subaccount may be used. Declares emergency, effective on passage.
