Allows development of parsonage on land where nonresidential place of worship is allowed use.

Applies to Congress to call convention for purpose of proposing amendments to United States Constitution to impose fiscal restraints on federal government, limit power and jurisdiction of federal government and limit terms of office for federal officials and members of Congress.

Appropriates moneys from General Fund to Department of Human Services for development of gatekeeper programs to serve seniors and people with disabilities in local communities statewide. Declares emergency, effective July 1, 2019.

Provides grants to counties that received Secure Rural Schools Program payments in calendar year 2008 equal to at least 30 percent of all moneys deposited into county general fund. Authorizes grants for projects to consolidate or share services among county and cities and special districts within county, in amount not to exceed $150,000 per project. Establishes Oregon County Assistance Fund. Appropriates moneys from General Fund to Oregon County Assistance Fund for purpose of making grants. Sunsets July 1, 2027. Takes effect on 91st day following adjournment sine die.

Directs Department of Education to study insurance policies related to interns. Defines "intern." Requires report to interim committee of Legislative Assembly related to education. Sunsets December 31, 2020. Declares emergency, effective on passage.

Provides funding to peer-run organizations in Portland metropolitan area, southern Oregon region and eastern and central Oregon region to operate peer respite centers to provide peer respite services to individuals with mental illness who experience acute distress, anxiety or emotional pain. Requires Oregon Health Authority to adopt criteria for peer respite centers that receive funding and to monitor compliance. Declares emergency, effective on passage.

Prohibits tax on use of suitable material other than virgin material for daily cover at disposal site.

Provides that, for purposes of determining eligibility of municipalities in counties with population of 50,000 or less for financial or other assistance for public works projects, Oregon Business Development Department may waive or modify application of any rule of department relating to job creation and retention, hiring or employment. Declares emergency, effective on passage.

Authorizes State Department of Fish and Wildlife use of appointed agents for purposes of cougar management. Authorizes department assignment of appointed agents to hunt cougars. Exempts appointed agents carrying out assignment from certain hunting requirements, restrictions and prohibitions.

Requires that court award damages for cost of replanting to plaintiff prevailing against federal government or contractor in action for injury to private land arising from fire originating on federal forestland. Requires Director of Department of Consumer and Business Services to establish joint underwriting association for purpose of ensuring availability of property insurance protecting small tract forestland against peril of fire.
