Directs the commission to inspect a premises licensed by the commission without advance notice for specified reasons and to request that law enforcement accompany the commission to the premises. ] [ Requires the State Department of Agriculture to complete a criminal records check on an applicant for an industrial hemp handler license. Requires an applicant for an industrial hemp grower license to provide a land use compatibility statement and information related to land ownership to the department. Directs the department to inspect a premises licensed by the department without advance notice for specified reasons and to request that law enforcement accompany the department to the premises. ] Increases quarterly distributions to the Oregon Criminal Justice Commission for deposit into the Illegal Marijuana Market Enforcement Grant Program Fund from $750,000 to $3 million. Expands the definition of "debilitating medical condition" to include medical conditions that an attending provider determines might be mitigated by the medical use of marijuana. Takes effect on the 91st day following adjournment sine die.

[ Directs ] Authorizes the Water Resources Commission to encourage and approve voluntary agreements between ground water users in the Greater Harney Valley Groundwater Area of Concern to achieve reasonably stable ground water levels. Takes effect on the 91st day following adjournment sine die.

Allows counties with a population density of less than 30 people per square mile to rezone up to 50 acres to be divided and developed for residential dwellings of at least five units per acre. Sunsets January 2, 2034. Expands allowed development of accessory dwelling units to farmland with certain existing nonfarm dwellings. Allows the development of larger rural accessory dwelling units.

Appropriates moneys to the State Forestry Department to offset landowners' costs of fire protection provided by the department. Declares an emergency, effective on passage.

Directs the Department of State Lands, in consultation with the State Department of Fish and Wildlife, to develop a salmon credit pilot program to encourage the voluntary restoration of salmonid habitat in the Coquille and Coos watershed basins. Establishes the Salmon Credit Trust Fund. Directs the Department of State Lands and the State Department of Fish and Wildlife to consult with the United States Army Corps of Engineers to seek federal approval for a bank instrument and authorization of activities that occur in navigable waters of the United States. Becomes operative on the date that the federal authorization and bank instrument are approved. Provides that the Department of State Lands may not approve a salmon credit project on or after January 1 of the sixth year following federal approval. Takes effect on the 91st day following adjournment sine die.
