Rep. Bobby Levy

Modifies the offense of making a false report of child abuse. Punishes a first [ or ] offense by a maximum of six months' imprisonment, $2,500 fine, or both. Punishes a second offense by a maximum of 364 days' imprisonment, $6,250 fine, or both. Punishes a third or subsequent offense by a maximum of five years' imprisonment, $125,000 fine, or both. Takes effect on the 91st day following adjournment sine die.

Requires the Department of Education to transfer from the State School Fund to the Talented and Gifted Education Account an amount that equals one percent of the total amount available to school districts as general purpose grants. Establishes the Talented and Gifted Education Account. Prescribes the distribution of the account. Declares an emergency, effective July 1, 2025.

Directs the Department of Consumer and Business Services and the State Department of Agriculture to enter into a memorandum of understanding for the administration and enforcement of the safety and health standards for agricultural labor housing. Takes effect on the 91st day following adjournment sine die.

Instructs the State Department of Fish and Wildlife to identify certain areas as wildlife management units or herd ranges and undertake predator control in the wildlife management units or herd ranges until certain criteria are met. Appropriates moneys from the General Fund to the department for predator control. Declares an emergency, effective on passage.

Establishes the Task Force on Rangeland Wildfire Resilience and Risk Reduction. Sunsets the task force on December 31, 2026. Takes effect on the 91st day following adjournment sine die.

Increases the percentage of federal earned income credit allowable as a credit against Oregon personal income tax. Provides an additional percentage tier based upon the age of the youngest dependent of the taxpayer. Applies to tax years beginning on or after January 1, 2026, and before January 1, 2032. Extends the sunset for the earned income tax credit. Takes effect on the 91st day following adjournment sine die.

Directs the Department of State Police to release sex offender information for level two sex offenders to certain entities on a website maintained by the department.

Appropriates moneys from the General Fund to the Oregon Health Authority for the purpose of screening newborns for five specific diseases under the Northwest Regional Newborn Bloodspot Screening Program.

Requires the Oregon Health Authority to establish a grant program for the purpose of making grants to entities that provide services related to encouraging and assisting pregnant persons in carrying their pregnancies to term. Establishes the Pregnancy Assistance Fund and continuously appropriates moneys in the fund to the authority for the purpose of making grants. Specifies a minimum biennial amount that must be deposited in the fund. Specifies that the authority may reimburse abortions as part of this state's medical assistance program only if the abortion is necessary to avoid the impairment of the pregnant person's major bodily functions or if the pregnancy is the result of rape or incest. Refers the Act to the people for their approval or rejection at the next regular general election.

Adds mental health professionals, naturopathic physicians, pharmacists, medical laboratory scientists and medical laboratory technicians to the types of providers eligible for the tax credit allowed to rural medical care providers. Removes the requirement of hospital consulting privileges applicable to an optometrist claiming the credit. Applies to tax years beginning on or after January 1, 2026. Takes effect on the 91st day following adjournment sine die.
