Instructs the State Department of Fish and Wildlife to identify certain areas as wildlife management units or herd ranges and undertake predator control in the wildlife management units or herd ranges until certain criteria are met. Appropriates moneys from the General Fund to the department for predator control. Declares an emergency, effective on passage.

Finds and declares that current and former members of the military and their family members possess certain essential military civil rights. Directs the Attorney General to develop guidelines consistent with the described military civil rights to guide public bodies.
Requires local governments to approve alteration, restoration or replacement of dwellings under an alternative process that is not a land use decision.
Requires, if an executive department agency testifies in support of or opposition to a proposed measure or amendment to the measure, the agency to disclose all public records in the agency's custody that relate to the agency's decision to support or oppose the measure or amendment, notwithstanding any other law providing an exemption from the required disclosure. Provides that the law practitioner-client privilege may not serve as a basis for the agency's refusal to disclose the records.
Removes the annual limit of $1.53 million, adjusted for inflation, on allocations from the Administrative Services Economic Development Fund to the County Fair Account.
Requires that ground water data generated or used for specified purposes by the Department of Environmental Quality, State Department of Agriculture, Water Resources Commission or Water Resources Department be peer reviewed.
Exempts workers on public works who are participants in a pre-apprenticeship program from the application of laws that determine and require payment of a prevailing rate of wage. Takes effect on the 91st day following adjournment sine die.
