Establishes income tax credit for volunteer firefighters. Applies to tax years beginning on or after January 1, 2023, and before January 1, 2029. Takes effect on 91st day following adjournment sine die.

Authorizes landowners who meet certain criteria to petition for formation of predator damage control district as funding mechanism to pay actual costs to county of preventing, reducing and mitigating damage to property from predatory animals. Defines "prevent, reduce and mitigate damage to property from predatory animals" to include both lethal and nonlethal methods of prevention, reduction and mitigation. Establishes presumptive charges of $2 per acre for tax lots of 10 or more acres and $50 flat rate charge for tax lots of less than 10 acres. Creates cause of action under district program to counties, landowners, districts and cities involved in program. Provides for continued existence of districts formed before sunset date of chapter 650, Oregon Laws 2015. Takes effect on 91st day following adjournment sine die.
Requires certain residential general contractors proposing remodel or repair project of more than $20,000 in value to tour residential structure with property owner and provide property owner with itemized and detailed description for each feature of proposed construction work. Limits amount contractor may collect before completion and before property owner's approval and acceptance of itemized and described construction features. Requires contractor to request mediation by Construction Contractors Board before bringing action or suit or pursuing other remedies to collect payment from property owner that unreasonably withholds approval and acceptance. Applies to contracts entered into on or after January 1, 2023. Takes effect on 91st day following adjournment sine die.

Permits Building Codes Structures Board to adopt licensing standards for performing structural masonry. Permits Construction Contractors Board to adopt licensing standards for applying or installing fireproofing materials in essential facilities. Requires Department of Consumer and Business Services to adopt rules to require adequate fireproofing in all newly constructed essential facilities. Specifies minimum provisions required in department's rules. Takes effect on 91st day following adjournment sine die.
Requires physician who prescribes drugs for chemical abortion to provide certain information to person to whom drugs are prescribed. Requires Oregon Health Authority to publish on authority website specified information regarding possible reversal of chemical abortion. Allows specified persons to bring cause of action for actual and punitive damages. Takes effect on 91st day following adjournment sine die.
Establishes procedure for charging aggravated version of certain assault and attempted murder offenses when defendant causes permanent physical injury to victim during commission of crime. Provides that if defendant is convicted of aggravated offense, court shall sentence defendant to 300 months' imprisonment. Authorizes court to impose lesser sentence in certain circumstances.
Directs Department of State Lands, in consultation with State Department of Fish and Wildlife, to establish salmon credit program to encourage voluntary restoration of salmonid habitat and allow persons to meet compensatory mitigation obligations. Establishes Salmon Credit Trust Fund. Takes effect on 91st day following adjournment sine die.
