Makes routine staying of Water Resources Commission or Water Resources Department final order upon filing of petition for judicial review inapplicable if order enforces terms and conditions of use of water or priority of use of water. Establishes conditions for court stay of commission or department order that enforces terms and conditions of use of water or priority of use of water. Provides that if petitioner files undertaking, and court rules against petitioner or petitioner voluntarily withdraws petition regarding order enforcing terms and conditions of use of water or priority of use of water, court may award commission or department attorney fees and costs out of undertaking. Takes effect on 91st day following adjournment sine die.

Establishes procedure for charging aggravated version of certain assault and attempted murder offenses when defendant causes permanent physical injury to victim during commission of crime. Provides that if defendant is convicted of aggravated offense, court shall sentence defendant to 300 months' imprisonment. Authorizes court to impose lesser sentence in certain circumstances.
Prohibits spending moneys of State of Oregon or of public body on or for benefit of industry-recognized apprenticeship programs. Takes effect on 91st day following adjournment sine die.
Authorizes Bureau of Labor and Industries to conduct inquiries and investigations, including criminal records checks, to determine whether employer and any employees of employer have adequate character and fitness to employ minors in compliance with provisions relating to employment of minors. Requires Commissioner of Bureau of Labor and Industries to adopt rules no later than January 1, 2021. Requires submission of attestation form before bureau may issue annual employment certification to employer. Authorizes commissioner to deny, revoke or refuse to issue employment certification and impose civil penalty if employer falsifies or misrepresents information in attestation form or permits employee who is required to report as sex offender to have direct contact with minor who is employed by employer. Allows minor who is employed by employer and who claims to be aggrieved by employer's failure to comply with requirements to file civil action. Declares emergency, effective on passage.
Requires seller of real property to test well water used for domestic purposes. Requires laboratory to submit results of test to seller, buyer and Department of Environmental Quality, in form and manner prescribed by department. Requires department to provide results of well water tests to Oregon Health Authority. Declares emergency, effective on passage.
Directs Department of Education, in consultation with STEM Investment Council, to develop statewide, long-term strategic plan to provide computer science education. Sunsets January 2, 2026. Declares emergency, effective on passage.
Directs Office of Emergency Management to establish and administer voluntary Oregon outdoor recreation search and rescue card program. ] Establishes Oregon Search and Rescue Fund. Continuously appropriates moneys in fund to office to reimburse county sheriffs for search and rescue activities and to administer and support county search and rescue grant program. ] Directs office to establish county search and rescue grant program to distribute moneys to counties for equipment, training and educational outreach. ] Permits Office of Emergency Management to enter into agreement with nonprofit organization representing sheriffs under which organization is authorized to administer program to produce and sell outdoor recreation search and rescue cards. Establishes requirements for agreement. Provides that organization may use revenues from program only to reimburse administrative costs and expenses, to reimburse county sheriffs' offices for certain costs relating to search and rescue and to issue grants for search and rescue purposes. Removes ] Narrows requirement that grants for certain student transportation costs be prioritized for school districts that did not receive public moneys in previous school year for same student transportation costs. Appropriates moneys for grants. Takes effect July 1, 2020.
