Relating to pesticides; declaring an emergency.

Prohibits sale, purchase or use of pesticide chlorpyrifos. ] Requires State Department of Agriculture to place pesticide products containing neonicotinoid on list of restricted-use pesticides. ] Requires State Department of Agriculture to review current scientific data regarding safety of pesticide products containing chlorpyrifos. Requires department to report findings and recommendations to interim committee of Legislative Assembly no later than January 1, 2020. Requires department to review data for registered pesticide products containing chlorpyrifos and add additional restrictions as warranted. Sunsets January 2, 2024. Declares emergency, effective on passage.

Relating to outdoor mass gatherings; declaring an emergency.

Expands definition of "outdoor mass gathering" to include gathering that continues beyond 120 hours to provide ingress and egress from gathering provided that gathering is located at least 60 miles away from interstate highway. Declares emergency, effective on passage.

Relating to grants for early childhood programs; prescribing an effective date.

Establishes Early Childhood Equity Fund. Authorizes Early Learning Division to make grants from fund for purpose of supporting culturally specific early learning, early childhood and parent support programs in this state and to promote capacity of culturally specific organizations to deliver programs . Takes effect on 91st day following adjournment sine die.

Relating to higher education tuition; declaring an emergency.

Provides that student who legally entered United States under Compact of Free Association treaty between United States and Republic of Palau, Republic of the Marshall Islands or Federated States of Micronesia qualifies for exemption from nonresident tuition and fees at public universities if student meets other tuition equity requirements. Provides that student who is refugee or special immigrant visa holder qualifies for exemption from nonresident tuition and fees at public universities. Declares emergency, effective on passage. .

Relating to transition services.

Directs Department of Human Services to conduct annual in-person case planning with ward 14 years of age or older during which department informs ward that ward is eligible for transition services and provides ward with assistance in applying for ] accessing transition services, if applicable. Directs department to submit annual report on data relating to transition services for wards. Directs department to submit initial report no later than September 15, 2020. ] Appropriates moneys from General Fund to department for provision of transition services to wards.

Relating to bulk purchasing of prescription drugs; declaring an emergency.

Authorizes administrator of Oregon Prescription Drug Program to cooperate with Canadian provinces or territories in bulk purchase of prescription drugs. Requires administrator to solicit cooperation of provinces and territories no later than December 31, 2019, and to report to interim committees of Legislative Assembly by December 1 of each year, beginning in 2020, on responses to solicitations. Declares emergency, effective on passage.
