Relating to compensation of state employees.

Provides that, beginning on January 1, 2028, the annual salary or wages paid to an officer or employee of certain state agencies may not exceed 10 times the lowest annual salary or wages paid to a full-time officer or employee of the agency. Allows an agency to request an exemption. Requires certain agencies, including agencies not subject to the limit on salary and wages, to report to the Legislative Fiscal Officer.

Relating to exclusions of insurance coverage for veterinary services on the basis of a preexisting condition; prescribing an effective date.

Prohibits insurers that issue a policy of insurance that provides coverage or benefits to an insured for veterinary services for the insured's pet from excluding, limiting or reducing the coverage or benefits on the basis of a preexisting condition that affects the pet's health or physical condition. Takes effect on the 91st day following adjournment sine die.

Relating to the Commission on Indian Services; declaring an emergency.

Directs the Commission on Indian Services to employ a natural resources management tribal liaison officer to facilitate opportunities for integrated natural resources management between Indian tribes and state agencies with natural resources management duties. Appropriates moneys to fund the work of the liaison officer. Declares an emergency, effective on July 1, 2025.

Relating to PFAS.

Prohibits the distribution or sale of certain covered products that contain intentionally added perfluoroalkyl or polyfluoroalkyl substances. Requires a manufacturer of covered products to provide a certificate of compliance to persons that sell or distribute covered products in this state. Authorizes the Attorney General to investigate and bring an action to obtain an injunction or a civil penalty for violations of the Act. Becomes operative on January 1, 2027.

Relating to wildlife.

Directs the State Department of Fish and Wildlife to establish a Wildlife Stewardship Program. Directs the department to administer a grant program to support licensed wildlife rehabilitation centers. Appropriates moneys to the department, out of the General Fund, for purposes of the grant program.

Relating to funding for substance use services.

Requires the Oregon Health Authority to study the funding formula under Ballot Measure 110 (2020). Directs the authority to submit findings to the interim committees of the Legislative Assembly related to health not later than September 15, 2026. Sunsets on January 2, 2027.

Relating to services for medically complex Oregonians.

Directs the Department of Human Services to establish an Exceptional Home Care Worker Certification program. Directs the Oregon Department of Administrative Services to study the feasibility of implementing a new classification for case managers who serve people with acute behavioral health needs. Directs the Department of Human Services and the Oregon Health Authority to study funding pathways for providing behavioral health services to seniors and persons with physical disabilities, a shared functional needs assessment tool and a process for incorporating housing benefit eligibility applications into the Oregon Eligibility (ONE) system. Directs the Department of Human Services to develop a data-driven argument for expanding the service priority levels for which an individual may be eligible for medical assistance.

Relating to standards of time.

Maintains current time standards in Oregon unless certain conditions are met. For the part of the state located in the Pacific Time Zone, abolishes the annual one-hour change in time from standard time to daylight saving time and maintains the Pacific Time Zone portion of Oregon on standard time for all 12 months of the calendar year, if California and Washington make the same change within the next 10 years. Restores current time standards if California and Washington do not make the standard time change within 10 years. Alternatively, for the part of the state located in the Pacific Time Zone, abolishes the annual one-hour change in time and maintains the Pacific Time Zone portion of Oregon on daylight saving time for all 12 months of the calendar year, if Congress enacts a law authorizing states to elect year-round daylight saving time and if California and Washington establish daylight saving time as the standard of time year-round. Restores current time standards if Congress fails to authorize daylight saving time or if California and Washington do not make daylight saving time their year-round standard of time within 10 years. Provides that standards of time in the Mountain Time Zone portion of Oregon remain unchanged.

Relating to health equity; declaring an emergency.

Directs the Oregon Health Authority to establish a medical science liaison position to develop recommendations for advancing health equity and justice. Declares an emergency, effective July 1, 2025.
