Creates income or corporate excise tax credit for investment in affordable housing, available to taxpayer eligible for federal low-income housing credit, and allocated by Housing and Community Services Department. Sets annual limit for total combined potential tax credits allocated to all taxpayers. Applies to tax years beginning on or after January 1, 2024, and before January 1, 2039. Takes effect on 91st day following adjournment sine die.

Specifies property and funds of judgment debtor that are exempt from execution or garnishment. Permits plaintiff to bring action, including class action, for unlawful debt collection practice within six years after discovering unlawful practice and increases amount of recoverable statutory damages. Takes effect on 91st day following adjournment sine die.
Directs Public Utility Commission to require person or municipality that manages, operates, owns or control pipeline facilities for transmission or distribution of hazardous substance or material by pipeline to mail residences within 500 feet of pipeline annual notice with certain information and, in event of pipeline leak, to provide update on efforts to fix pipeline leak and mitigate spillage every 24 hours and, when pipeline leak is fixed, to update on cleanup efforts every seven days.
Authorizes granting agency to prequalify nonprofit organization to receive block grants for purpose of providing goods and services in areas of critical need. Specifies eligibility and responsibility standards for nonprofit organization to become prequalified. Requires granting agency to receive quarterly reports from nonprofit organization and to conduct annual audits that track how and where nonprofit organization expended block grant moneys. Requires granting agency that denies prequalification to provide opportunity for hearing to applicant. Takes effect on 91st day following adjournment sine die.
Creates Cultural Impact Program. Provides federally recognized Indian tribes and counties with grant funds to distribute locally, as specified in local cultural plan, to cultural organizations that serve residents of and visitors to their county or members of their tribe for purposes of advancing, preserving or stabilizing those organizations ] in accordance with rules adopted by Trust for Cultural Development Board after consultation with advisory committee . Authorizes issuance of $200 million in lottery bonds for deposit in Trust for Cultural Impact Account to be used to provide grants to cultural organizations. Declares emergency, effective July 1, 2023.
Directs Oregon Health Authority to adopt rules to establish three-year harm reduction center pilot program to prevent opioid overdoses. Directs authority to establish harm reduction center pilot program advisory committee. Provides protection from civil and criminal liability for individuals and entities engaged in activities related to harm reduction centers. Requires harm reduction centers to submit annual progress reports to cities, counties and authority. Requires authority to submit final report to Legislative Assembly not later than September 15, 2028. Sunsets January 2, 2029. Takes effect on 91st day following adjournment sine die. .
Directs Oregon Health Authority ] Department of Human Services to develop and implement grant program to support ] provide grants, support and technical assistance for resilience hubs and networks in Oregon.
Requires administrator of Oregon Prescription Drug Program to make bulk purchases of opioid reversal medications to distribute statewide to entities that serve vulnerable populations. Establishes Opioid Reversal Medication Bulk Purchasing Fund as repository of moneys from specified sources to be used to make bulk purchases of opioid reversal medications.
Directs Department of Corrections to study ways to improve provision of medical care to adults in custody, and to provide results of study to interim committees of Legislative Assembly no later than December 31, 2024. Sunsets January 2, 2025.
